Project Officer

CARE International in Vietnam is a Non-Government Organization representing the CARE International network in Vietnam since 1989. CARE in Vietnam’s Program Strategy is explicitly oriented around achieving impacts for particularly vulnerable and marginalised groups in Vietnam. To achieve this, we work with Vietnamese partners across sectors such as health services, rural livelihood development, disaster risk reduction and climate change adaptation. We recognise that women’s empowerment is a critical pathway for poverty reduction and place women and girls from marginalised population groups at the heart of our programming efforts.

CARE in Vietnam is looking for an experienced and qualified Vietnamese to fill in Project Officer for the HIV/AIDS project.

Project Officer Position information:
Position title:            Project Officer
Reporting to:            Project Manager
Contract:    9 months contract
Base in:     Hanoi with travel to project sites when required

Position Summary

The project is “Strengthening Civil Society Organizations to curb HIV infection among and improve care and support for the most vulnerable population groups”, a component of Global Fund Round 9 – AIDS project. The Project Officer is responsible to assist the Project Manager to carry out the project activities, project monitoring, administrative work, and cooperate with the key project partner – Institution for Social Development Studies and other counterparts of the project.

Duties

- Under the direct supervision of the Project Manager, the Project Officer is expected to perform the following tasks:
- Facilitate the development and implementation of work plans.
- Organizing capacity training courses or learning events for CBOs about strengthening CBOs’ capacity in home based care and support, prevention and organizational development;
- Provide technical support to CBOs in home based care and support, prevention, organizational development through on-site and distant mentoring and coaching;
- Contribute to the development of training curriculum, training materials and training agenda;
- Contribute to the development of IEC materials
- Prepare draft TOR for consultants when necessary;
- Keep weekly contact and work closely with the key focal points of ISDS, granted CBOs, and other VNGOs to strengthen the coordination to ensure the quality of the project.
- Collect, analyse and manage information to develop progress reports on project activities in the agreed formats;
- Carry out all day-to-day project financial and administrative work including budgeting, filing, travel plans and procedures;
- Translate documents from English into Vietnamese and vice versa when needed;
- Provide interpretation from English and Vietnamese and vice versa when required;
- Arrange logistics for incoming donor missions, make appointments with project stakeholders, including logistical arrangements and secretarial assistance;
- Maintain good working relations with partners and staff;
- Represent CARE with government and non-government organizations, donors and relevant individuals and organizations when authorised by Senior Managers and supervisor

Selection Criteria

- Bachelor Degree in Social Sciences, Public Health, Administration, and other equivalences
- At least two year experience in community-based health projects, especially in HIV/AIDS prevention, home based care and support (HBCS) and/or organizational development. Previous working for an INGO is an advantage.
- Experience in building capacity for CBOs, especially self-help groups of PLHIV, and/or providing mentoring or coaching to CBOs in HIV prevention, HBCS and/or organizational development is a good advantage.
- Willing to travel and work over the weekend;
- Good interpersonal communication, training and facilitation skills
- Good written and spoken English skills;
- Good computer skills on Word, Excel, PowerPoint and e-mail applications
- Ability to work effectively as a team member and with minimal supervision
- Familiarity with and commitment to gender equity and diversity
