Project Manager cum Integration Officer

WWO is a US-based not-for-profit organization working in Vietnam since 2005. The global mission of WWO is to transform the lives of orphaned children and help them to become healthy, independent, productive members of their communities and the world. We are currently seeking a qualified and motivated person, Vietnamese nationality, to work in our office Ho Chi Minh city in the following position:
Title: Project Manager cum Integration Officer
Position type: Full time, starting from May 15th  2012
Location: Ho Chi Minh city
Interfacing: The Project Manager reports to the Country Director, and interacts with all staff members in the country program as described in the Job description. 
Job Summary: The position holder will manage the institution-based project and coordinate the project team throughout the project cycle.

Main tasks & responsibilities:
1. PROJECT MANAGEMENT
1.1 Project design
- Participate in identifying project and new concepts as assigned by Country Director
- Coordinate in writing internal project documents
- Participate in negotiation with partners
- Assist in writing Memoranda of Understanding or Cooperative Agreements
1.2 Project Planning
- Take the lead in project planning (Operational Planning, Budgeting)
- Review partners’ workplans according to Cooperative Agreements
1.3 Project Implementation
- Supervise and provide prompt support to the project team in implementing the project
- Support and provide prompt support to partners in implementing the project
- Follow up on project progress and take action in consultation with Country Director
- Follow up on disbursement of budget
- Ensure transparency, ethical conduct and efficiency in project implementation
1.4 Reporting
- Collect information from the project team and from the partners to prepare periodical reports
- Coordinate with the Finance team to prepare Financial reports
- Prepare information for PR material
- Prepare ad-hoc reports for resources mobilization purpose
1.5 Project Monitoring and Evaluation
- Monitor project activities against work plans
- Supervise the management of database
- Visit project sites on a regular basis (monthly or bi-monthly)
- Attend quarterly meetings with partners
- Participate in Project review
- Participate in Planning for transfer / transition of achievements
2. TECHNICAL ASSISTANCE
2.1 Participate in the design of new concepts related to institutionalized orphans and vulnerable children.
2.2 Provide technical support to project team and partners concerning Integration intervention: Life skills training, Social integration activities planning, Education and vocational training skills for adolescent children, preparation for re/integration in society for independent living.
2.3 Develop operating tools for this intervention
2.4 Review and redesign intervention in consultation with partners and in response to evolving needs of target groups
2.5 Compile /document lessons learnt and intervention model
3. COMMUNICATION MANAGEMENT
3.1 Internal Communications
- Prepare and participate in periodical meetings
- Provide the Communications officer with contacts for database (donors, consultants, networks)
- Coordinate with project teams in documentation of projects’ achievements
3.2 External Communications
- Organize project special events together with the Communications officer and the Administrator
- Participate in donor’s meetings when appropriate
- Support the Communications officer in the production of communications tools: video clips, leaflet, press release/ press kit,  database
- Support in organization of visits (of donors, home office personnel, other visitors)
- Establish relationship and attends technical meetings with other NGOs and networks when appropriate
- Identify opportunities to collaborate with other organizations and leverage resources
4. GENERAL MANAGEMENT
- Participate in developing long-range strategic goals and strategies consistent with the mission and capabilities of WWO and develop short-range goals for WWO in Vietnam
- Implement country strategic plan as relevant
- Report regularly to Country Director about project management matters
- Implement project operating procedures together with project team members
- Ensure compliance with WWO policies and procedures
- Manage and lead the project team (including volunteers if any) with effectiveness 
- Monitor and report on project team leaves
5 FINANCIAL MANAGEMENT
- Ensure compliance with Financial regulations (by donors and WWO global standards)
- Support Finances in payments procedure (verification, follow up)
- Participate in the development of annual budget
- Participate in the controlling of the appropriateness and compliance of the program operations, narrative workplan, and budgets.

Selection Criteria and Qualifications
- Master’s degree in Social Work, Social development or related field; 
- At least 5 years experience in project management, preferably with vulnerable children;
- Experience in management of a foreign funded project. Experience with USAID funding and other international funding is highly desirable;
- Monitoring and evaluation skills desirable;
- Excellent organizational, analytical and problem-solving skills, and attention to detail; Demonstrated capacity to effectively communicate via writing, public speaking and interpersonal interactions; 
- Demonstrated ability to effectively interact with community organizations, government officials, corporate executives, general public and staff; 
- A spirit of achieving excellence and team building;
- Demonstration of honesty, transparency, accountability;
- Demonstration of ethical and critical way of thinking;
- Advanced English (at least EILTS 6.5 band score or equivalent) and Vietnamese skills, especially in report and proposal writing;
- Advanced skills in MS Excel, and proficiency in Word and Power point.
