I. Background

Centre for Supporting Green Development (GreenHub) is a Vietnamese, civil society organization under the Vietnam Union of Science and Technology Associations (VUSTA) with oversight by the Ministry of Science & Technology, and with an CSO Registration Number A-1555. Mission: GreenHub connects communities and resources to embrace green lifestyle practices, sustainable production, and natural conservation. The vision of GreenHub: For the green development of Vietnam.

The project “Pioneering Company, Community and Consumer Responsibility in Plastic Waste Reduction in Vietnam (P3CR) funded by USAID, through Winrock International coordination, aims at empowering the establishment of a functioning system of Extended Producer Responsibility for plastic packaging waste through an effective National Platform and pilot projects that demonstrate economic, social and environmental success. Expected outcomes:

  • The project advances the effectiveness of the National Forum on Extended Producer Responsibility (EPR), directly engaging MONRE and members, focused communications, and sector-specific recommendations.
  • The project coordinates a systematic assessment on post-consumer plastic packing waste value chain. This includes a collective step-by-step approach with stakeholders to assess management: quantification, composition of plastic packing (especially plastic waste), waste flow; types and volume of plastic waste, situation of collection and recycling, social dimensions and gender status. Two (2) detailed city-customized business cases (selected sites in Ho Chi Minh City and Hanoi) will be developed on pilot waste separation and collection designed with participation of local actors and local stakeholders in the plastic industry.
  • The project documents and communicates its learnings and collective engagement on plastic waste value chain: at policy level e.g. through policy briefs, direct meetings and other stakeholders.

II.         Job Description

Summary of Job: The role of the Project Manager is to oversee the day-to-day management, quality assurance, and reporting requirements of P3CR initiatives. The Project Manager will directly supervise a team of approximately 4 project staff and partner consultants and will support the coordination of a range of project partners.

1. Project cycle Management  P3CR

  • Management of project staff, budgets, and implementation;
  • Provision of technical and programmatic leadership to ensure the quality implementation of project activities and achievement of objectives;
  • Provide management support, supervision and direction for the implementation of the Project;
  • Plan and coordinate, with the Winrock International and support from supervisors  as required, the development of Annual Work-plans, all reports and individual work-plans, adhering to the project proposal objectives;
  • Design, establish and manage appropriate project monitoring and evaluation framework;
  • Provide and facilitate technical advice to ensure project outputs are accepted sectoral standards;
  • Produce monthly, interim, and final narrative and financial reports that meet the requirements of the donor, and government requirement.

2. Financial Management and Administration

  • Management of the project budget and approval of requisitions, advances and expenses;
  • Preparation of costed work plans and submission of timely funds requests;
  • Regular analysis and narrative reporting on financial reports;
  • Project financial planning, budget management, and financial reporting in accordance with WI requirements;
  • Oversee timely and cost-effective procurement of equipment, materials, and services for project implementation according to GreenHub and Vietnam’s and donor policies;
  • Ensure that project expenditure remains within budgetary line items and according to contractual agreements;
  • Ensure that all administrative records are maintained and regularly updated in line with organization policies (e.g. equipment inventory lists, staff leave and benefits, schedules etc).

3. Coordination and Liaison

  • Act as the primary project contact person and liaison, ensuring the project is represented in national technical, policy, and planning forums with Winrock International/USAID and other key stakeholders
  • Coordinate organizational relationships with partners and donors related to monitoring and evaluation, providing support in facilitating technical collaboration and coordination activities with Governments, USAID, partners, and stakeholders.
  • Attend Government, partners and NGO meetings that may relate to project activities and ensure cross agency collaboration.

4. Other tasks

  • Assist with the recruitment, selection, management, and supervision of project staff.
  • Capacity building and mentoring of staff team and partners, and in particular the project manager.
  • Ensure that all staff and selected partners are aware of, and have the capacity to fulfill, their responsibilities and functional roles for project implementation.
  • Work as a positive team member and contribute to the objectives of CARE International in Vietnam.
  • Participate in ’s Gender and Social inclusion (GESI Task Force-GTF) and take part in GTF activities as and when required.
  • Recognize and solve potential problems and evaluate project/program effectiveness.

III. Requirements

I. Technical Skills Needed

  • Master degree in Environment, Waste Management, Social Work or any other social science related
  • Sound operational knowledge & experience in managing environmental projects
  • Knowledge of Vietnam legal regulations and governmental policies on development activities
  • Able to Planning and Organizing work effectively
  • Sound Analysis & Problem Solving skills
  • Good business writing in both Vietnamese & English
  • Excellent communication and influencing skills
  • Experience working with NGOs, USAID-funded projects

Personal Qualities Needed

  • Ability to communicate with people outside the organization, representing the organization to partners, the public, government, and other external sources. This information can be exchanged in person, in writing, or by telephone or e-mail.

  • Enthusiastic, honest and trustworthy
  • Ability to work in an adaptive and flexible way
  • Good reading/writing skills in English and Vietnamese
