Project Manager - Field Services Support Project, Vietnam

Cowater is currently recruiting a Project Manager for a proposal we are developing for Global Affairs Canada’s Field Services Support Project (FSSP) in Hanoi, Vietnam. This position, conditional on the project being awarded to Cowater, is full-time and based in Vietnam.

The Field Services Support Project will support Canada’s programming in Vietnam by offering technical, research, logistical, procurement and administrative support to Global Affairs Canada’s activities and initiatives.

Education:

Advanced degree in a relevant discipline such as political sciences, law, international development, economics, finance, business administration, project management, social sciences, engineering, applied sciences

Candidates should be able to demonstrate additional trainings/courses in subjects such as project management; public administration; international development; procurement management; results-based management; human resources management; conflict management; financial management; capacity building or coaching approach; and gender equality or gender sensitivity

Minimum Experience:

  • Previous experience managing international development programming - with a focus on long-term and high value programming;
  • Experience working with International Development Stakeholders including civil society organisations, the private sector, multilateral organisations, donors, as well as local or national governments;
  • Previous experience delivering international development programming in Vietnam or the ASEAN region;
  • Demonstrated experience managing international development project(s) with a minimum annual budget of more than $1.5 million CAD;
  • Providing overall quality and management oversight, leading the development of key organisational documents, reviewing and approving organisation budgets, etc.
  • Demonstrated experience in effective management and international monitoring of project progress and results.

  • ensuring the overall quality and management of all services offered by the project
  • Leading the preparation of all key project documents
  • reviewing and approving the project budget and financial reports
  • planning and coordinating administrative, financial and logistics management services
  • regularly communicating with the government of Canada staff, DRC government authorities, and other relevant project stakeholders
  • developing and maintaining networks of key stakeholders (government, civil society, other donors, private sector)
  • planning and coordinating procurement services of goods and services, including the procurement of technical specialist services through local and international competitive processes
  • analyzing, planning, directing and assessing the administrative tasks to be carried out by technical specialists, including timely submission of deliverables, adherence to basic professional requirements and alignment with activity specifications
  • supervising the management and quality of reporting and invoicing for services rendered;
  • ensuring the effective management and internal monitoring of project progress and results, including dealing with project issues and problems as they arise.

Language Proficiency:

Candidates must possess an advanced professional proficiency in English.

Employment Conditions:

Candidates must be able to live and work in the project country. The ideal candidate will already be living in/based in Vietnam
