We are looking for an experienced and dynamic Vietnamese citizen to fill the following position:

Project Coordinator- Climate Change Adaptation project in Tra Vinh and Tien Giang Provinces

The post is a 2.5 year fixed-term (possible extension), based in Ben Tre Province but with frequent travel to Tra Vinh and Tien Giang

The Role: To manage implementation of Oxfam’s Adaptation and risk reduction project in Tra Vinh and Tien Giang provinces of Mekong Delta, Vietnam (PRC Project)

Report to:     Humanitarian Programme Coordinator

KEY RESPONSIBILITIES:
- Be overall responsible for the project management and implementation. Provide leadership of the PRC project in Mekong Delta for implementation of the project activities ensuring quality of works, follow timeframe and work modalities having partnership with different stakeholder. The post co-ordinates with Ben Tre Project Coordinator and other country team members to ensure Oxfam’s synergy in its approach to climate change adaptation.
- Lead and facilitate the process of developing project implementation monthly, annual plans and budget in consultation with the project officers, district officers and province Coordinator of DARD; finalize and share the monthly and annual implementation plans and budget with all concerned.
- Review existing monitoring, evaluation, accountability and learning (MEAL) framework of the project, and take lead for conducting baseline survey, progress and impact monitoring events, six monthly progress report and learning review, annual progress report  and final review, set beneficiary accountability  mechanism and learning events ( case studies, blogs, video clips), organize donors’ visits etc.
- Overall responsible for partnership, and support the project officers for managing partnership with the province, districts and communes for implementing project activities, coordination, networks and advocacy work linking the national CBDRM program, SEDP, CFSC project and other projects . Represent Oxfam in province level events when necessary.
-  Maintain project in OPAL (Oxfam’s Programme Accountability and Learning). Follow Oxfam’s project management guidelines, prepare reports, and related documents etc.
- Managing project fund which includes partners’ budget and partners’ spending monitoring, get partners finance report, facilitate partners for their fund auditing, and Oxfam’s office budget monitoring and communicate local banks and others.
- Implement performance management with all direct field project staff, including objective setting, performance review, personal development plans and day to day performance monitoring and share feedback.
- Ensure implementation of Oxfam’s operational policies, procedures and guidelines, especially gender equity, awareness of diversity workforce in all aspects of Oxfam’s work with support from Humanitarian Programme Coordinator, Technical Advisors and Programme and project service staff.

SKILLS AND COMPETENCE

Job Specific Competencies
- Vietnamese nationality ( preferred from Mekong Delta)
- At least 10 years experience in resource management e.g. people, finances, assets etc.
- University degree, preferably development work, social sciences related or/and management
- Expertise and working experience in relevant areas: DRR/CCA, livelihoods, WASH, coastal management, gender equality, facilitation and training etc.
- Practical experiences of conducting baseline survey, Monitoring, evaluation and learning process
- Good understanding and practical experience in application of equity issues (Gender and diversity)
- Good understanding of rural development and gender issues in Vietnam
- Strong written and spoken English and Vietnamese
- Good computer skills (MS Word, Excel, PowerPoint etc)
- Base in Ben Tre Province
- Able to travel to programme/ project sites on a regular basis

Gross Annual Salary Range:  US$ 19,500- 30,110
(plus medical for staff and dependants up to USD 3,000/ year, 10% gratuity, social insurance, 23 days annual leave, etc.)
