Project Coordinator – Governance Programme

We are looking for an experienced and dynamic Vietnamese citizen to fill the following position

PROJECT COORDINATOR – Governance Programme
(Oxfam Great Britain - Level National D1)

The Role: To manage the development and implementation of Oxfam’s governance projects on Fiscal Justice and Budget Transparency, within Oxfam Governance programme.

Reports to:       Senior Programme Coordinator – Governance Programme
Staff reporting to this post: No

KEY RESPONSIBILITIES:

1.Contribute to the Oxfam programme planning in Vietnam and specifically for Oxfam Governance programme and programmatic theme. Contribute to programme proposal writing and lead responsible concept note/project proposal writing and identify funding opportunities;

2.Manage and implement responsible projects within Oxfam Governance programme in line with agreed country/programme framework plan; programme operations and advocacy/communication aspects. Including: quality control (especially ensuring equity), develop and maintain good relationships with local and national partners and local authority, financial management, documentation, monitoring and evaluation, reporting;

3.Responsible for planning and managing all resources required delivering responsible projects, including people, assets and financial accountability;

4.Develop and strengthen the working in partnership with partners at both local and national levels;

5.Support development of strong policy analysis and  effective policy paper that meet Oxfam’s standard;

6.Engage with Oxfam partners in the local and national advocacy and policy issues;

7.Ensure internal and external reporting (financial and narrative) is completed to agreed time frames;

8.Ensure implementation of Oxfam’s operational policies, procedures and guidelines, especially gender equity, in all aspects of Oxfam’s work, with support from technical advisors and programme service staff as needed;

9.Act as Oxfam’s representative at provincial and national level as required;

10.Take the lead in one or more of the following programmatic themes e.g. governance of public finance, ethnic minorities, gender equity, accountability, governance and civil society etc. (to be agreed during objective setting with line manager). Ensuring collection and sharing of information with Oxfam staff, assisting other programmes with delivery of this theme as appropriate and external representation at all levels; 

11.Be a member of Oxfam’s team; participating in appropriate staff meetings, planning sessions and on-going liaising as needed.

SKILLS & COMPETENCIES:   

Job Specific Competencies

  • Vietnamese national.
  • University degree, preferably social science, related field or/and management
  • Working experience with NGOs or international development organisation is an advantage
  • Proven (at least 5 years) experience in programme/project strategic planning and management Experience in managing and monitoring capacity building initiatives will be an advantage
  • Proven experience in application of participatory approaches
  • Sound experience in resource management e.g. people, finances, assets
  • Good understanding of political system and issues such as state budget management (revenue and spending), tax issues, budget transparency, good governance, civil society development in Vietnam
  • Good understanding and practical experience in application to support equity issues (gender and diversity)
  • Experienced  with advocacy work at local and national level
  • Familiar in project proposal writing and fund raising
  • Strong written and spoken English and Vietnamese
  • Good computer skills (word processing and spreadsheet programs)
  • Able to travel to programme/project areas on a regular basis

Gross Annual Salary Range:       VND 343,685,322 - VND 549,896,515

Oxfam GB covers medical costs for staffs and their recognized dependents for essential expenditure. Staff will entitle total 33 days annual leave and public holidays per year (pro rata to the contract length). Long term commitment staff may have chance to offer both internal or external relevant training courses and other benefits. Detail will be discussed with the selected candidate.
