Programme Officers

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. The Integrated Coastal and Mangrove Protection Programme (ICMP) is working in five Mekong Delta provinces and on national level. Focus of the national component lies on development of the policy framework, up scaling, and institutional development as well as overall program support.

The programme is looking for two qualified candidates to fill the following positions:

Position No. 01: Programme Officer “BRIA”

Duty Station: Ho Chi Minh City, Vietnam
Duration: ASAP until 31. December 2017

Main responsibilities:

• In direct line with the Agriculture Task Team Leader/ Better Rice Initiative Asia (BRIA) Vietnam Manager, implementing daily operational aspects of all issues related to the Agriculture working field and BRIA Vietnam in particular.
• Providing the technical services in related working areas.
• Processing technical aspects and further developing the area of responsibility in accordance with the specified quality standards.
• Maintaining of a good flow of communication and information between all involved institutions and counterparts and GIZ.

Minimum requirements

• University degree in one of the following fields: Business, Economics, Agro economics, Social Science, or other related fields or relevant job experience in these fields
• At least 5 years’ professional experience in a comparable position
• Good knowledge of the agriculture and rural administration system
• Good knowledge and experience of programme M& E, data collecting, processing and provision as well as knowledge management through BRIA regional website, ICMP and DMS
• Experience in working with local partners both public and private partners. Preferably working experience with MARD, DARD and international development partners.
• Good working knowledge of IT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
• Strong managerial and organizational competence
• Willingness to travel regularly
• Very good knowledge of English, knowledge of German is an asset
• Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management

Position No. 02: Programme Officer “ICMP”

Duty Station: Soc Trang Province with frequent travel to other Mekong Delta Provinces
Duration: ASAP until 31. December 2017 with possible extension

Main responsibilities:

• Support the team leader and other experts to performs technical tasks to implement ICMP activities in the Mekong Delta Vietnam
• Direct cooperation/coordination with PPMUs and assigned technical counterparts to implement programme tasks and activities
• Provide advices on alignment between GIZ cooperation strategy and national partners at all levels
• Elaborate ToR for activity implementation, prepare contract relevant inputs, support the selection of national and international consultants, companies and other service providers
• Responsible for the elaboration of different kinds of assessments, proposals and the general development of project products;
• Responsible for output relevant reporting, M&E, and the provision of data filing and knowledge management through ICMP’s web and DMS;
• Responsible to elaborate and support all kinds of programme presentations, the organization and facilitation of workshops, conferences and roundtables;
• Organize, facilitate, (if possible) implement trainings, support to provide training inputs;
• Support, facilitate and accompany all kinds of thematic missions to the Mekong Delta or with ICMP partners to other places of interest;

Minimum requirements

• University degree in an area that is related to the programme objectives, with a focus on a relevant field preferable agro economics, economics
• At least 5 years’ professional experience in a comparable position
• Working experience with provincial partners is very important
• Good working knowledge of IT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
• Strong managerial and organisational competence
• Willingness to travel regularly
• Very good knowledge of English, knowledge of German is an asset
• Initial experience of project management
• Initial experience in workshop organisation and implementation is desirable
• Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
