Program Officer – Deworming Program  

East Meets West in Vietnam

East Meets West (EMW) is an international NGO headquartered in the United States and has offices in Southeast Asia. For nearly three decades, East Meets West’s programs have benefited underserved populations in Asia. Our mission is to improve the health and well-being of underserved communities in Asia through evidence-based programs and technologies in the areas of newborn health; water, sanitation and hygiene (WASH); and education. In 2016, Thrive Networks’ programs will benefit more than 890,000 people living in poverty.

Currently, EMW is partnering the Vietnamese government and Evidence Action to implement an integrated deworming, sanitation and hygiene program in Phú Th?,Hòa Bình, Thanh Hóa and Ngh? An. This program contemplates the following activities:

  • Advocating for a formalized, systematic approach to school deworming to be undertaken by the government of Vietnam

  • Supporting the Vietnamese government in the execution of multiple rounds of enhanced mass drug administrations (MDAs), including a training/distribution cascade that engages teachers, formalized M&E, and community sensitization

  • A randomized trial of integrated deworming and hygiene education that will inform a potential scaled-up deployment of hygiene education with school deworming

Position:    Program Officer

Location:    Ha Noi with occasional travel to field locations

Reporting:    Program Manager

Contract Duration: 1 (one) year with potential extension - Desired start date: 15 September, 2017

Tasks/Responsibilities:The Project Officer will oversee the implementation of this program and work closely with the team on nurturing the partnership with both international and local partners. She or he will be a capable and experienced officer in program implementation and reporting, with a track record in implementing complex programs, partnerships and policy advocacy work.

Deworming program:

  • Be responsible to implement the activities at all 4 provinces according to the project work plan and under the direction and guidance of the Program Manager; liaise with partners to make sure smooth implementation and outcomes

  • Support Thrive Networks team and Evidence Action team in developing program documents (Operational Plan, training materials, etc.), and designing M&E system

  • Provide support to program implementation budget and assist Program Manager in overseeing program budget

  • Manage the M&E system by collecting and checking required documents/data/reports and consolidating data/reports of all 4 provinces (if required)

  • Plan, arrange and conduct field trips to the program provinces for monitoring activities, including both deworming and sanitation/hygiene

  • Prepare monthly reports and support the Program Manager in data collection for the Narrative report

  • Support the Program Manager in overseeing the implementation of the Randomized Controlled Trial to evaluate the effectiveness of combining deworming with sanitation and hygiene education in reducing reinfection rates and conducting other surveys such as quick assessment on school facilities (if any)

  • Build and maintain working relationships with local partners and local authorities at different levels to facilitate the implementation of the program

  • Support logistics: Set up and manage the volunteer team for monitoring activities; translate program documents from English to Vietnamese and vice-versa (if needed)

  • Nurture the team work and support the Program Manager in supervising the Program Assistant

Others small-scale projects:

  • Support other small-scale projects related to health sector (if any), mainly newborn healthcare program (processing machine donations and reporting per donors’ requests)

  • Support other small-scale projects related to WASH (if any), mainly school WASH projects

Qualifications

  • Bachelor’s degree in public health, community development, social work, or related field preferred

  • At least 5 (five) years of professional experience in implementation of development projects

  • Experience and desire to work with government officials and other INGOs in the sector; work experience in INGO(s) is an asset

  • Willingness to travel to project sites, work under pressure, and meet deadlines

  • Strong work ethic, teamwork and communication skills, attention to details, and highly organized

  • Excellent skills in MS Office suite (Excel, Word, Power Point, Outlook)

  • Fluency in English
