ABOUT OUR ORGANIZATION

Founded in 2009, LIN Center for Community Development is a not-for-profit, nongovernmental organization. We envision equal access to social and economic opportunities and an improved quality of life for all (irrespective of age, race, gender, ethnicity, origin, etc..). Through grants, technical support and networking, LIN helps local nonprofit organizations (NPOs) and philanthropists (skilled volunteers and donors) to strengthen and grow so they can fulfill their potential as vehicles for sustainable development, poverty alleviation and citizen participation.

As an intermediary, LIN provides access for everyone to information, knowledge, and tools related to community development work. We facilitate platforms, network, workshop, conference, training, and consultation that support the development of local grassroots NPOs at the same time enabling the philanthropists to give strategically. We also promote local-led development and collaboration amongst individual and institutional philanthropists and NPOs through a community fund that provides grants for initiatives addressing local and environmental issues.

POSITION DESCRIPTION

The LIN Center for Community Development is seeking a high caliber candidate for the role of Program Manager. The Program Manager reports directly to the Executive Director and is responsible for providing program operations support and oversight and ensuring timely and effective implementation of LIN’s programs.

RESPONSIBILITIES

  • The responsibilities of the Program Manager include, but may not be limited to the following:
  • Oversee and coordinate LIN programs, assuring smooth and effective program operations.
  • Lead Project Manager for all projects at LIN.
  • Supervise the following staff positions:
    • Volunteer Service Coordinator,
    • Narrow the Gap Program Coordinator, and
    • Other positions, according to need.
  • Assure that LIN programs use an integrated team approach to assure coordination, avoid duplication, and promote consistent, high quality interactions with NPOs, volunteers, interns, consultants, donors, board members and the community.
  • Coordinate development of the LIN Annual Plan, working closely with LIN staff to ensure understanding and support of the plan.
  • Manage implementation of the LIN Annual Plan, monitoring regularly to ensure that the plan is being carried out as intended and making necessary adjustments if problems arise.
  • Work closely with the Executive Director and Finance Director to develop the LIN budget and budgets for individual programs. Monitor financial reports and, in consultation with the Executive Director and Finance Director, make needed programmatic changes to address identified financial issues.
  • Support the Executive Director in development of the LIN strategic plan.
  • Develops annual M&E plan for each program. Reports to the Executive Director on program performance. Identifies and implements program changes, as appropriate, to continually improve program administration and outcomes.
  • Coordinates with LIN partners in Hanoi or elsewhere in Vietnam on program implementation outside of HCMC.

REQUIREMENTS

The Program Manager will be thoroughly committed to LIN’s mission, have proven team leadership skills and project management experience.

Education:

  • University graduate (Graduate degree in Public Administration, MBA or Nonprofit Management is preferred, but not required)

Experience:

  • Minimum of 5 years of professional experience, including a minimum of three years working in a managerial role.
  • Proven track record of effectively leading an outcomes-based project and team, focused on maintaining high quality work and low overhead.
  • Demonstrated ability to operate at both strategic and operational levels.
  • Commitment to quality programs/services and data-driven evaluation (results oriented).
  • Prior success working closely and building relationships with diverse groups of people.
  • Expertise, or the willingness to acquire expertise in the full range of not-for-profit activities and corporate social responsibility initiatives in Vietnam.

  • Excellent communication skills across a variety of stakeholders.
  • Structured, organized, and pace setting.
