Program Approach Consultant

Project Title:     Socially Marginalised Groups- in depth analysis of underlying causes of vulnerability.
Location:          Hanoi (with possibility of travel to either HCMC or Can Tho)
Duration:          March 2012 to June 18th 2012
Reporting to:     Health and Social Sector Program Coordinator

Across CARE, there is general agreement that we need to work with longer time frames so that we can address underlying causes of poverty and social injustice.  This requires us to shift to a programmatic way of working, rather than only implementing single projects.  There is now agreement across CARE globally about this programmatic way of working.  The program approach is about achieving lasting impacts and designing our programming around groups of people we make a commitment to.
CARE defines a program is a coherent set of initiatives, including humanitarian interventions,by CARE and our allies that involves a long term commitment to specific marginalized and vulnerable groups to achieve lasting impact at broad scale on underlying causes of poverty, and social and gender injustice. This goes beyond the scope of projects to achieve positive changes in human conditions, in social positions and in the enabling environment

Scope of this consultancy
This consultancy is intended to explore theory of change in detail in partnership with the communities themselves. The consultant will lead a consultation process for each of CARE’s sub impact groups to allow community representatives to contribute to the analysis begun by CARE.

The consultant will identify suitable VNGO/CBOs to facilitate a one or two day workshop to achieve the following:
1. Understand CARE’s Program Approach and the analysis conducted by CARE on the socially marginalised groups.
2. Have an opportunity to add or challenge the theory of change analysis conducted by CARE.
3. For each of the identified underlying causes of vulnerability:
a. Provide any clarifying remarks as required to improve our understanding of the UCP and the document as a whole (i.e. a walk through and discussion of the UCPs)
b. Describe how this UCP impacts the group and why it is important (check that it is a real problem/issue and the degree to which it impacts the particular group)
c. Provide one or two practical example to illustrate the way that each UCP affects them or impacts this particular group in general (reality check- is it real or perceived or perhaps not relevant for this group etc).
d. Provide suggestions on what steps might be taken to respond to each UCP to either remove it or reduce its impact on the group
e. Explore the community’s prioritisation of the issues- importance of the issue and need for change.
f. Who else can help with the change?
 
Expected Outputs.
1) Written costed workplan for the consultancy agreed by CARE prior to commencing field work (including details of process for selecting and recruiting CBO partner)
2) Consultation workshop guide and resources
3) Individual consultation workshop reports (maximum 4 pages each)
4) Written report as outlined above (maximum 30 pages excluding attachments).
5) Professional presentation- including ppt and notes (for 45 minute presentation)

Note: Detailed timesheet, consultant invoice/s and receipts for direct costs are required for final payment

Selection Criteria:
Required qualification for the consultancy includes:
1. Demonstrated experience working effectively within CARE’s program approach framework.
2. Experience in designing, implementing and evaluating projects focusing on female sex workers, sexual minorities, PLHIV, IDU, female garment workers.
3. Previous experience working in Vietnam with community based groups.
4. Knowledge and experience of the health and social sector in Vietnam.
5. Demonstrated capacity to analyse complex social issues for strategic planning.
6. High level English language skills.
