TITLE: Private Sector Engagement (PSE) and Partnerships Specialist

The USAID funded "Vietnam Action Against Plastic Pollution" Activity (the Activity) is an innovative and ambitious program designed to reduce ocean plastic pollution at its source in Vietnam through strategic approaches such as convening stakeholders' power, promoting the creation and implementation of data-driven policies, enhancing knowledge and sharing learning, promoting appropriately scaled technology and solutions, and providing technical expertise and building capacity of local governments to manage waste at its source and prevent plastic pollution in our oceans. Three main objectives of the Activity are (i) supporting multi-stakeholder actions for Extended Producer Responsibility (EPR), (ii) supporting scalable, demonstrated Single Used- Plastics-Products (SUP) reduction measures and (iii) supporting the
development and implementation of sub-national level Integrated Solid Waste Management Plans (ISWM).

The Vietnam Action Against Plastic Pollution Activity will be implemented by a consortium of Chemonics Int’l, Center for Marinelife Conservation and Community Development (MCD), Centre for Supporting Green Development (GreenHub) and E-Policy from 2022 to 2027
We seek a Private Sector Engagement and Partnerships Specialist to advance the Activity in development and management of corporation partnerships and multi-sector engagements in the areas of plastic pollution reduction, solid waste management and the emerging Extended
Producer Responsibility (EPR). The PSE and Partnerships Specialist assists the development of the Activity’s PSE Engagement Plan and provides implementation support to the Consortium members.

Responsibilities

  • Support the development of the Activity’s PSE Plan in alignment with the USAID’s PSE guiding principles, analyses, reports and related materials to facilitate the engagement with the private sector and other actors.
  • Cultivate and maintain meaningful partnerships with private sector actors focusing on identifying shared values, leveraging expertise and financing and ultimately delivering sustainable development impacts.
  • Support the Activity in mobilizing private investments through blended finance and other innovative financing mechanisms, including EPR scheme.
  • Assists with the Activity’s communications, awareness raising and social behavior changes, pause and reflect sessions as needed.
  • Organize events, roundtables, workshops with private sectors on selected PSE themes.
  • Provide PSE capacity building and knowledge exchanges for the consortium members and support corporate applications for EPR incentives.
  • Participate in field missions to identify provincial champions and their active private sector partners and help develop PSE Plans for specific provinces as requested.
  • Work closely with the CAL/MEL director to ensure the PSE indicators are incorporated, monitored and evaluated.
  • Report directly to the Activity’s Deputy Chief of Party.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Bachelor’s degree in a relevant field (business administration, marketing, economics)
  • Minimum 8 years of relevant professional experience (e.g. private sector, business development, business analysis, business management).
  • Prior experience with donor funded programs highly preferred.
  • Demonstrated ability to work productively within a team.
  • Possess excellent organizational and multi-tasking skills.
  • Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment.
  • Computer skills including strong knowledge of Microsoft Excel, Word and Office applications.
  • Fluency in Vietnamese and English
