Peer Review Expert on Market Development Reports and Proposal Writing

1. Background

The Vietnam Forest and Deltas Program is funded by USAID and implemented by Winrock International and MARD, in partnership with SNV, the Red Cross and SRD. The USAID Vietnam Forest and Deltas Program is embarking upon a five-year effort that will support four provinces to accelerate their transition to climate resilient, low emissions development through investments in reducing net emissions from forests, and enhancing resilience of people, places, and livelihoods to short and long-term climate impacts.

Currently, the VFD is supporting Lam Son Sugar Cane Company (LASUCO) and Tre Xu Thanh Company (TXT) in Thanh Hoa province to develop bamboo facility development reports (LASUCO) and World Bank VIIP fund financing access proposals (TXT as attached to Annex I of this TOR). Therefore, it is seeking an experienced consultant to provide peer reviews to ensure the quality of technical reports and proposals produced by experts being hired by VFD to do these tasks.

2. Objective of the consultant’s work

The Consultant is to provide peer reviews to ensure the quality of reports and proposals produced by hired experts and to provide peer reviews and inputs to improve the quality of market assessment reports. The consultant will report directly to the Team leader of Sustainable landscape component of the VFD project. Specifically the consultant will provide inputs to the technical quality of three studies:

• Domestic Market Assessment for Bamboo Strand Woven Products
• International Market Assessment for Bamboo Strand Woven Products
• Proposal Development for Bamboo Charcoal and Residues Market Development

Detailed description of work:

The Consultant will work closely with VFD members and team leader of Sustainable Landscape of the VFD project and consultants undertaking the three studies (mentioned above) to provide peer reviews for the proposals/reports.

The Consultants’ work includes the following:

• Provide peer reviews and inputs to the deliverables from consultants from three studies, specifically:
  
  • Work with experts for LASUCO and TXT and provide peer review and detailed comments on the feasibility of the business plan and proposal developed for TXT bamboo charcoal
  • Provide comments and technical advices to the domestic and international market assessment reports for LASUCO’s project on industry pressed bamboo products

• Assessment of the works done by the hired experts for these tasks by reviewing the reports/proposals produced by them and provide inputs for improvement.

3. Qualifications of Consultant

Essential Qualification:

• Master’s in Business Administration /Economics or related fields;
• Having experience in writing Business Plans and Project proposals;
• Familiar with the requirements for funding applications;
• Familiar with financial guidance and regulations from the Ministry of Finance
• Experience in market development and business planning.

4. Outputs and deliverables:

The consultant(s) needs to deliver the following outputs:

• Weekly schedule and work quality monitoring report done by hired experts
• Comments and technical inputs for hired experts to improve the quality and finalization of reports/proposals.

5. Duration

Duration is expected to be initially for a period of three months; with 20 working days.
