National Programme Coordinator

The Project “Increasing the Export Competitiveness of Vietnamese SMEs through Decentralized Trade Support Services” sponsored by the government of Switzerland and implemented by Vietnam Trade Promotion Agency (Ministry of Industry and Trade) is seeking position as follows:

NATIONAL PROGRAMME COORDINATOR

National Programme Coordinator under the direct supervision of the NPD/DNPD are responsible for assisting the NPD/DNPD, in the day-to-day operational management of the programme. For this reason, she/he must be able to work full-time on the post. They will actually plan, initiate and manage programme activities, being also involved in substantive issues as needed for the realization of the programme’s output.

Duties and Responsibilities:

- Assist the NPD/DNPD to assume operational management of the programme in accordance with the programme document and SECO/UN policies and procedures;
- Together with, and assisted by the NPD/DNPD, prepare, monitor, review and update programme work plans and budgets (annual and quarterly) for submission to SECO and ITC;
- Ensure that all agreements with designated implementing agencies and sub-contractors are prepared, negotiated and agreed. Supervise and coordinate the implementation of these agreements;
- Together with, and assisted by the NPD/DNDP, prepare terms of reference for consultants (national and international) and for the various programme activities;
- Together with, and assisted by the STA, provide substantive comments in developing export potential assessments,  export development strategies/plans and an effective trade promotion network at regional levels.
- Together with, and assisted by the STA, provide substantive comments on the export potential studies, export development plans, regional needs and capacity gaps analyses, TWGs, national export strategy, functions and mandate of NEC, submissions to the National Trade Promotion Programme, all capacity development activities to be programmed during years 2 to 4 and the various evaluation/validation exercises (at the end of the inception phase, mid-term, terminal);
- Together with, and assisted by the NPD/DNPD, prepare various programme status reports for quarterly reviews, for the mid-term review and for the terminal evaluation;
- Assist the NPD/DNPD in managing the programme budget related to local inputs and expenses to ensure that:

1.      Accounting records and supporting documents are well kept;
2.      Financial reports are prepared;
3.      Financial operations are transparent and comply with UN rules;
4.      Records are in order for auditing at any time; and
5.      The programme physical resources (equipment) are well managed
- Report regularly to, and keep the NPD/DNPD, up to date on programme progress and problems.
