National Monitoring & Evaluation Advisor (NMEA)

Lux-Development, the Executing Agency for Bilateral Co-operation financed by the Grand Duchy of Luxembourg, is assisting the Provincial People’s Committee (PPC) of Cao Bang and a number of technical line ministries and departments by delivery of international and national TA and capacity building to implement the initiative called  “Developing Business with the Rural Poor”, which is part of a province-wide programme in the Cao Bang province - predominantly designed by- and financed through- loan support from the International Fund for Agricultural Development (IFAD), commenced in mid-2008.
The recently launched project VIE/029 -  “Technical Assistance” (TA) towards “Developing Business with the Rural Poor in Cao Bang”  has a planned duration of 3 years.
Lux-Development Support Team led by a Chief Technical Advisor (CTA) is looking for candidates to fill the following position:
01 National Monitoring & Evaluation Advisor (NMEA)

Key responsibilities:
- Under the supervision of CTA, the main function of the M&EA’s assignment is to assist and develop the capacity of the PPMU M&E Officer and to assist him/her in developing programme’s M&E system ensuring timely and comprehensive monitoring and evaluation reports in line with IFAD set guidelines. The NMEA also provides guidance to the VIE/029  staff on M&E related issues.
Together with his/her government counterparts, the main functions of the consultant’s work are as follows:
- advise and assist with the official project planning process, which starts with the bottom-up planning on village level and ends with the production of the official Annual Work Plan and Budget;
- advise and assist with the Monitoring & Evaluation of project outputs and impacts;
- provide training and assistance in the use of the project data base for the above areas;
- enhance M&E capacity of institutional actors participating in the programme.

Minimum Requirements:
- Bachelor degree (Master degree would be an asset) in Economics, specifically in management, business administration and project management (Monitoring & Evaluation) would be an advantage
- At least 3 years of relevant experience
- Experience in professional project management
- Familiar with Monitoring & Evaluation tools (e.g. IFAD procedures) and log frame will be essential
- Prior working experience in international donor projects would be an advantage
- Excellent team player with strong communication, organizational and presentation skills
- Good computer skills, especially in Microsoft Word, PowerPoint, Excel, Internet
- Willingness to work in a remote rural mountainous area of Vietnam
- Good English skills in reading, speaking and writing
DURATION OF CONTRACT: One year, renewable (with two-month probation)
REMUNERATION:
Salary, social and medical insurance:(negotiable) as per Lux-Development’s practices;
Housing allowance: 150 USD/month for those who reside outside Cao Bang;
Transportation support: project provides bi-monthly shuttle from Cao Bang to Hanoi and vice versa, if project car is available. Otherwise, the project will reimburse for public transportation after submission of supporting documentation (bus ticket).
DUTY STATION: Cao Bang, Vietnam with frequent travel to districts and communes.
