National Climate change training expert -  ADB RETA 7914: “Harnessing Climate change mitigation initiatives to benefit Women”

SNV Netherlands Development Organization has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor through agriculture, energy and water, sanitation & hygiene.

SNV’s ongoing regional project, ADB RETA – 7914 ”Harnessing Climate change mitigation to benefit Women” financed with a Grant from Nordic Development Fund and managed by ADB, focuses on the Greater Mekong Sub-region countries of Cambodia, Lao PDR, and Viet Nam, with the objectives of (1) Enhancement of gender mainstreaming in national or provincial climate change strategies, action plans, and mitigation plans; (2) Identification of effective mechanisms to support stakeholder engagement and gender-equitable benefit distribution for replication and (3) Implementation of three pilot projects by national women’s groups to develop local tools and mechanisms to access climate financing.

In Vietnam, the project works with the People's Committee of Dong Hoi city, specifically DONRE at the city level, to assist in strengthening gender mainstreaming strategies and integrating  climate change mitigation initiatives into the “Action plan for climate change adaptation and mitigation; strengthening resource management; and environmental protection for 2016 - 2020 with a vision to 2050”. The local authority of Dong Hoi city will approve the action plan within July to make it effective from 2016. In order to help the City on the implementation of the Climate Change Action Plan, by building capacity for local authority on gender and climate change mainstreaming, the project will develop two trainings, in which (1) The first TOT training focuses on building capacity for Dong Hoi city officers who are responsible for Climate Change to gain necessary knowledge and skills to be able to train others (local people, educators, other city officers, etc.) on Climate change and Gender considerations related to Climate change; and (2) The second training focuses on building capacity for commune/ward leaders on gender and Climate change mainstreaming into Socio-economic development plan (SEDP).

SNV is looking for a National Climate Change with extensive experience on delivering training for local authorities on Climate change and working with local Climate change policy to implement this task.

Responsibilities

The Climate Change training expert will work with the project team to:

  • Develop detailed agendas for two trainings:
    • Three-day training on “Mainstreaming Gender and Climate change into SEDP for leaders of 16 communes and wards in Dong Hoi” which will focus on providing knowledge on Climate change & Gender linkage;  and Mainstreaming Gender and Climate change into commune/ward SEDP.
    • Two-day training for city authorities on “TOT on Gender and Climate change” which mainly focus on providing knowledge on climate change: the situation; cause and effects for a city such as Dong Hoi; what activities could help on Climate change mitigation; Gender concepts and linkage between Gender and Climate change; and Guidance on preparing and conducting training activities.   • Prepare the training materials for two trainings.
  • Provide 2 trainings in Dong Hoi

Expected outputs and deliverables      

  • Training agendas for two trainings: 1. “Gender and Climate change mainstreaming into commune/ward SEDP for Dong Hoi city” and 2. “ToT for city officers on Gender and Climate change”
  • Presentations/training material to be used for the two trainings
  • Deliver two trainings in Dong Hoi city.

Candidate profile

  • Master degree with Environment, Social development or relevant background.
  • Extensive knowledge on Climate change mitigation & adaptation; local climate change policy;
  • Experience in developing and executing the training program related to Climate change for local authority.
  • Excellent in presentation and facilitation skills.

Duration of assignment: 10 days in September 2016 including 6 field days for delivering the trainings and 4 home days for preparing training materials.
