Job Opportunities with USAID Vietnam Saving Species Project

Tetra Tech, through its subsidiary Tetra Tech ARD (http://www.tetratechintdev.com/), a US-based international development firm is implementing the USAID Saving Species Project.

USAID Saving Species will work to reduce consumer demand for and consumption of illegal wildlife and wildlife products, strengthening wildlife law enforcement and prosecution, and improving and harmonizing the legal framework for wildlife crime. Tetra Tech is advertising for the M&E Specialist position to be based for the Hanoi Office. All applicants should be Vietnamese citizens. JOB SUMMARY:

The role of the Monitoring & Evaluation Specialist is to manage all Monitoring, Evaluation and Learning (MEL) activities of and associated processes for the project. He or she ensures that each data point reported to USAID is supported with valid data in our project office. S/he ensures the Monitoring, Evaluation, and Learning Plan (MEL Plan) is a useful tool for adaptive management and is successfully implemented, and updated as necessary/required by the client. The MEL Specialist is the “M&E” face of the project and in addition to ensuring timely and accurate data for reporting will be responsible for ensuring successful Data Quality Assessment(s), evaluations, and responding to other ad-hoc requests for data and information related to project activities across all three Tasks.

MAIN RESPONSIBILITIES AND TASKS:

  • Provide training to staff, grantees, partners, and other relevant stakeholders on the project’s M&E systems, policies, procedures, templates, and forms;
  • Assist the COP with client (USAID), stakeholder, and key decision-maker trainings and presentation on the project’s activities and results;
  • Conduct on-site monitoring of activities collecting both qualitative and quantitative data;
  • Conduct routine spot checks to ensure data have been accurately collected from project beneficiaries;
  • As required, participate in client-directed data quality assessment (DQA) and preparation of report(s);
  • Verify project results with supporting documentation, photographs, and success stories (with direct quotes from program beneficiaries);
  • Ensures that all data from field based activities, grantees, sub-contractors and secondary data are input into an established project database in a timely, effective and efficient process;
  • Responsible for all performance data analysis and reporting;
  • Oversees and ensures the learning cycle is respected and institutionalized- specifically in regards to period strategic reviews of data for evidence based decision making;
  • Manages the project’s performance reporting dashboard;
  • Assist in the development of annual and LOP work plans;
  • Assist in providing concise, summarized reporting against indicators for quarterly, semi-annual and annual progress reports;
  • Develop special quick assessments to confirm data or provide contextual information on performance indicators;
  • Perform other tasks as assigned by the COP;
  • Responds to and leads USAID M&E related requests and deliverables including but not limited mid-term evaluations, RIG audits, and DQAs;
  • Provides project level data to Tetra Tech HQ’s MEL Unit semi-annually to contribute to Tetra Tech’s Institutional Indicator Dashboard;
  • Responds to Tetra Tech ARD’s HQ MEL Unit data requests in a timely manner.

QUALIFICATIONS: (MINIMUM REQUIREMENTS)

EDUCATION:

  • University Degree in administration, or similar field (relevant experience and another university degree may substitute for the degrees mentioned).

WORK EXPERIENCE:

  • Minimum of 5 years’ experience in an equivalent position.
  • Experience working in a similar position for an NGO or an international organization is preferred. Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.

SKILLS:

  • Working knowledge of English, both written and spoken. Able to communicate fluently effectively both verbally and in writing.
  • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.

LANGUAGES:

  • Excellent Language proficiency in spoken and written English, and Vietnamese

GENERAL:

  • Diplomatic and enthusiastic, with good people skills, high integrity and the ability to work under pressure.
