Monitoring and Evaluation (M&E) Specialist (this position is contingent on award decision from the donors): International Position, based in Ha Noi (International contract)

SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalysing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+. 

SNV Vietnam is preparing for an upcoming Australian Department of Foreign Affairs and Trade (DFAT) tender, “Australia-Vietnam Partnership for Women’s Economic Empowerment”. This programme will focus on improving the social and economic status of women in Vietnam by strengthening their engagement in key value chains. We are seeking an experienced Monitoring and Evaluation (M&E) Specialist with the requirements listed as below. 

Responsibilities:

  • Develop the Results Frameworks and M&E Plan for the Program;
  • Ensures the M&E strategy incorporates a system-wide approach, is flexible and responsive and builds ownership amongst local stakeholders;
  • Development of rigorous, simple and effective tools to be used by delivery partners to monitor and/or evaluate on their own;
  • Provide technical advice and guidance on operational research / learning agenda;
  • Technical leadership and review of key baseline and annual studies;
  • Day to day implementation of the M&E Plan, including:
    • compiling monthly data on program deliverables,
    • tracking risks,
  • Supporting/coordinating contracted researchers/enumerators as needed;
  • Supervises and mentors M&E Officers and provides technical assistance to other technical advisors and partner organizations;
  • Contributes to strategy development through reviewing: program logic; quality of data; capacity of project team and partners; and project resources.
  • Organizational / institutional assessment of partner organizations;
  • Fosters links with other relevant programs and pursues opportunities for collaborative activities and provides technical assistance to other primary stakeholders.

General Qualifications

  • At least 7 years of experience in monitoring and evaluation in the areas of gender, women’s economic empowerment and private sector development; past experience in Vietnam or Southeast Asia is desirable
  • Master’s degree or higher qualification in development studies, economic development or social sciences or other relevant field of study;
  • Demonstrated experience in designing and implementing M&E systems and tools in a multi- faceted program, conducting impact studies and case study development, as well as using Management Information Systems (MIS);
  • Ability to incorporate Women’s Economic Empowerment throughout the M&E System and project management cycle;
  • Significant experience working on donor-funded programmes; past experience on DFAT-funded projects is strongly desirable;
  • Demonstrated experience in data collection using quantitative and qualitative methodologies
  • Experience with organizational and institutional assessment and supporting development and performance improvement mechanisms.
  • Excellent, coordination, networking and partnership building skills;
  • Good communication, reporting and intercultural skills for communication with different stakeholders;
  • Excellent communication and writing skills (oral and written) in English, including an ability to write high level technical reports and effectively.

Type of Contract: Two year international contract with the possibility of extension.

Desired start date:  Start date is estimated for January 2017.
