The Mekong Delta Climate Resilience Programme (MCRP) is a technical cooperation programme, jointly funded by the governments of Viet Nam and Germany and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). Its objective is to improve climate-resilient management of natural resources in coastal areas of the Mekong Delta to ensure sustainable development in the region. MCRP focuses on four working areas:

  1. Establish an institutional framework to facilitate regional coordination of climate-resilient development in the Mekong Delta.
  2. Improve investment planning at regional level for the climate-resilient and gender-sensitive management of water resources in urban and rural areas.
  3. Apply innovative technologies and interventions to combat coastal and riverbank erosion, thus renderingrural infrastructure and ecosystems more climate-resilient; and
  4. Roll out climate-smart and water-sensitive urban infrastructure.

MCRP has a comprehensive workplan focused on three key areas: land-use, water and aquaculture, regional coordination and urban resilience in the Mekong Delta. To effectively carry out the programme activities, additional human resources are required.

The MCRP is looking for a qualified local professional for the position of:

Junior Programme Officer on Digital Application “MRCP”
Duty station: Can Tho, Viet Nam
Duration: ASAP until 31.12.2023 with the possibility of extension

Main responsibilities:

The Junior Programme Officer on Digital Application (JPO-DA) is responsible to provide technical support to the implementation of MCRP [and additionally, of “3RproMar” (Reduce, Reuse and Recycle to Protect the Marine Environment and Coral Reefs) and “i4Ag” (Fund for the Promotion of Innovation in Agriculture / Improved water cycle systems for sustainable fisheries production in aquaculture) projects], as outlined below:

  • support relevant team leader(s) and team members in the formulation and implementation of digital components and activities of concerned projects. This may include the application of digital solutions in the following areas:
    • aquaculture and mangrove rehabilitation in relation to aquaculture
    • plastic waste management
    • water management, coastal protection, and disaster risk management
    • general project management, including PR/communications and knowledge management
  • support coordinating project activities in the above-mentioned fields
  • assist projects in ensuring that their digitalization activities are formulated and implemented in a coherent manner and in compliance with GIZ regulations and guidelines
  • assist projects in liaising with and providing professional advice to partners and stakeholders at provincial and local levels during the implementation of the digital-related activities

Specific tasks:

The JPO-DA shall undertake the following tasks:

  • Support developing and maintaining GIS databases and WebGIS interfaces (including GIS coding/programming) supported by MCRP, 3RproMar and i4Ag projects
  • Support concerned projects to formulate and implement relevant digital activities/tasks in utilizing digital and high-tech tools (such as drone, WebGIS, remote sensing and mapping)
  • Assist building capacity for partners (and relevant stakeholders) in utilizing and maintaining GIS/WebGIS platforms and products supported by concerned projects
  • Assist developing and maintaining digitalized knowledge-management systems (such as online libraries) of concerned projects
  • Assist developing and maintaining websites/webpages of concerned projects, including enhancing the visibility of donors/projects via utilizing different online media channels and platforms
  • Serve as digital focal point for MCRP and participating as an active member of the digitalization working group of GIZ Vietnam
  • Liaise with relevant stakeholders, partners, and consultants during the implementation of concerned activities
  • Work with teams across three concerned projects in a collaborative and constructive manner to apply innovative digital solutions for operation and knowledge management
  • Support knowledge sharing on digital application in climate resilience
  • Other additional tasks, as requested by her/his supervisor

Minimum requirements:

  • Bachelor’s degree in Natural Resources Management, Environmental Management, Water Resources Management, Land Management, Agriculture, or related fields
  • At least 1-2 years of working experiences in a similar position
  • Basic knowledge in Information Technology (IT)
  • Demonstrated competence in using GIS platforms (QGIS, ArcGIS, MapInfo), Web and Web-GIS coding/programming (html, JavaScript, CSS, Leaflet, Open Layers etc.) and similar tools/packages
  • Proven experience in developing/creating GIS databases and WebGIS tools/interfaces
  • Familiarity with Drone, Satellite, Remote Sensing, and other Earth-observation methodologies and approaches
  • Good understanding about environment and climate change issues in the Mekong Delta
  • Have an innovative and disruptive mindset, constantly looking forward in digital application in project activities
  • Good English proficiency
  • Good interpersonal, teamwork and collaboration skills
  • Ability to travel and work in the field
