For an IT consultant to develop an Electronic Management Learning System (eLMS) on the Moodle platform to support the Vietnam Administration of Medical Services - Ministry of Health (VAMS)

I. Background

PATH is a global nonprofit dedicated to achieving health equity. With more than 40 years of experience forging multisector partnerships, and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing health challenges.

PATH is working with VAMS, a department under the Ministry of Health, to implement a project named Strengthening Oxygen Utilization and Respiratory Care Ecosystems (SOURCE) with four main activities, including (1) developing a guideline to help health facilities establish a medical oxygen system that meets medical service demand; (2) developing and deploying a three-module e-learning platform and e-learning program on respiratory intensive care for health workers; (3) conducting an oxygen demand study at health facilities; and (4) developing and deploying an on-line platform to monitor types and quantities of medical devices, human resources, and technical capabilities at health facilities.

Under activity 2, we are looking for an IT consultant to support the development of an eLMS on the Moodle platform. The IT consultant will work closely with PATH and VAMS to complete the below scope of work.

II. Scope of work

The consultant will develop an eLMS using the latest version of the Moodle platform. The consultant will be responsible for designing, developing, and implementing the eLMS according to the specified requirements.

• Attend meetings with VAMS and PATH to understand the specific eLMS requirements, including features, functionalities, and customization needs.
• Document and clarify the requirements to ensure a clear understanding of the desired outcome.
• Based on the requirements, design the overall architecture and system components of the eLMS. Ensure that the design supports scalability, security, and performance.
• Customize the Moodle platform's appearance, including branding and theme development, to align with the VAMS requirements and branding guidelines.
• Implement user registration and authentication mechanisms, allowing different user roles such as administrators, instructors, and students.
• Develop a flexible assessment framework, including quizzes, assignments, and exams.
• Enable automatic grading for objective assessments and provide manual grading capabilities for subjective assessments.
• Implement a grading system that allows instructors to provide feedback and track learning progress.
• Develop reporting and analytics features to provide insights into user engagement, course completion rates, and performance metrics.
• Enable administrators and instructors to generate custom reports as required.
• Assist in the deployment of the eLMS in the production environment.
• Provide go-live support to ensure a smooth transition and address any immediate issues.
• Integrate existing authentication systems á required (such as LDAP or Single Sign-On-SSO.)
• Develop responsive design ensures that the website looks and functions well on different devices and screen sizes, including mobile and tablet views.
• Develop English and Vietnamese appearance language for the eLMS.
• Offer post-implementation support to address any system-related issues or questions from the VAMS.
• Provide 07 months of maintenance and support to keep the eLMS secure and up to date with the latest Moodle releases and eLMS available online greater than 95% per year.

III. Deliverables

The consultant will accomplish the following activities/deliverables to PATH by the due dates listed below:

• Vietnamese local
• Knowledge and good experience in Moodle platform.
• Experience working on program languages such as PHP, CSS, and JavaScript.
• At least 03 years of experience in developing an e-learning system.
• Experience working independently to fulfill short-term deliverables.
• Strong communication skills in both Vietnamese and English.
• Creativity and flexibility.
• Preferably individuals who have experience in developing e-learning systems in the health education sector.

V. Support

Provide 07 months of system maintenance and user support from when the final deliverable report signed.

VI. Duration

From 01 Sep 2023 to 31 July 2024

VII. Payment

Payment in VND will be made to the individual’s bank account after the final deliverables are sent and approved.
