PROJECT/UNIT: Workplace-Based Prevention and Employment and Supportive Services for High Risk Individuals in Vietnam

Background
USAID’s Workplace-based Prevention and Employment and Supportive Services for High-Risk Individuals in Vietnam Project (USAID HIV Workplace), is a five-year, $3 million project implemented through September 2013 by Chemonics International, Inc. under the U.S. President’s Emergency Fund for AIDS Relief (PEPFAR). The objective of the Project is to prevent HIV infection among high-risk individuals and to provide employment opportunities and economic rehabilitation services for people living with HIV/AIDS (PLHIV) and other high risk individuals to help reduce discrimination and increase the possibility of prevention. To meet this objective, the Project operates within the three broad areas of HIV workplace policies, vocational counseling and training, and microfinance. The project works with government organizations, enterprises, and communities to promote the integration of effective prevention and support activities for workers in high risk working environments.

This position will work in close collaboration with other staff of the project team and project partners in HIV and workplace policy component to ensure the smooth and effective implementation of the set objectives. The position is also required to collaborate with sub-contractors to coordinate and ensure timely provision of deliverables as contracted. The oversight and coordination of the Project’s HIV Workplace component represents approximately 60% percent of this position. In addition, this position is expect to spend 40% of working time responsible for the overal Project’s monitoring and evaluation system.

Principal Duties and Responsibilities

Strategic responsibilities:
1. To collaboration with local partner, including beneficiary groups, worksites, and support services.
2. Provides technical for implementing activities in collaboration with local partners.
3. To implementation of the project in compliance with provision of the Project Contract.

Technical responsibilities in the area of HIV and Workplace Policy and M&E:
1. Work in both Vietnamese and international organizations based on participatory approach, and coordinate activities among organizations related to the project.
2. To support HWS to develop a best practice, manuals, academic journals related to the project
3. Following and develop ideas on integrating and using academic research to improve the program performance
4. Design TORs for workshops and trainings, including curriculum development, and estimated budgets (after identifying existing workshops and trainings currently available in Vietnam to avoid duplication of efforts)
5. Participate and provide administrative support workshops, trainings in areas of HIV/AIDS activities and workplace policy
6. To support HWS on monitoring of the consultancies
7. Advise and provide comments on consultancy reports and research drafts
8. Together with the HWS monitor program and project activities related to HIV and Workplace area
9. Undertake coordination among project staff in inputing and reporting on the Project’s activities and results.
10. Follow up a methods and conduct data collection for assessments, studies, surveys and M&E
11. Write documentation, including work plan, success stories, assessment report, and progress and M&E reports for internal and external use.
12. Estimate budgets for activities based on proposals and on discussions with counterparts using participatory methods.
13. Be in charge of development and implementation of condom social marketing program.
14. Travel outside Hanoi when needed

Operational Responsibilities:
1. Keep track of plans and reports related to projects and programs, keeping program and project administration in order
2. Visit technical meetings and workshops related to the responsible areas
3. Share experience, knowledge and skills with other staff members and support a university level intern who will give administrative support to the program
4. Other tasks when needed.

Qualifications
- University degree in public health, education or relevant area.
- Have working experience working in HIV prevention area.
- Knowledge and experience in setting up and managing project’s M&E system
- Advanced computer skills.
- Ability or willingness to communicate and work with people from diverse socio-economic and cultural backgrounds.
- Excellent and demonstrated organizational skills, attention to detail.
- Ability to perform well with minimal supervision.
- Present a professional demeanor and exercise professional judgment.
- Willing and ability to travel domestically
- Good English writing and general communication skills are preferables

Reporting: The HIV Prevention and M&E officer will report to the Chief of Party of HIV Workplace Project.
