Health System Strengthening Manager

Chemonics International seeks a Health System Strengthening Manager (based in Hanoi, Vietnam) to support Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project. The purpose of the GHSC-PSM project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world.

In Vietnam, the project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

The Health Strengthening System Manager (HSS Manager) is responsible for managing the health system strengthening (HSS) team, supporting Technical Director leading effort to support Government of Vietnam (GVN) including the Vietnam Administration of HIV/AIDS Control (VAAC), National Centralized Drug Procurement Center (NCDPC) at the Ministry of Health (MOH), and Vietnam Social Security (VSS), to establish and operate a sustainable HIV/AIDS commodities supplying system from Social Health Insurance fund.

Principal Duties and Responsibilities (Essential Functions):

  • Be active in communication and discussion with government partners to understand the health system strengthening needs in order to propose related activities.
  • Support Technical Director in developing health system strengthening strategy and outline related activities in the workplan.
  • Work closely with Technical Director and other technical staff to provide technical assistance to GVN on matters related to quantification, procurement and supply chain management, and multi-month dispensing (MMD) and others requested by donors and government partners
  • Produce ad-hoc reports on the above activities, as well as reports that assist in monitoring and evaluating;
  • Lead building capacity activities for relevant government agencies/staff on procurement, forecasting and supply planning management at both central and peripheral levels as relevant to ensure timely delivery of drugs to treatment facilities and patients, and facilitate government ownership of the ARV supply chain management;
  • Collaborate closely with other technical staff in providing technical assistance related to multi-month dispensing (MMD), quantification and procurement, ARV resource optimization.
  • Support the achievement of the overall project goals as required to ensure smooth project implementation;
  • Perform other tasks as directed by the Technical Director and Country Director

Qualifications:

  • Advanced degree in a relevant field required, preferably in pharmacy or health sciences.
  • At least 5 years of relevant work experience.
  • Experience working on a USAID or donor-funded project required.
  • Demonstrate leadership, versatility, and integrity
  • Excellent interpersonal and communications skills.
  • Fluency in Vietnamese and advanced English required

Location of Assignment

This is a long-term position for the life of the contract based in Hanoi, Vietnam.

Supervision

The HSS Manager will report directly to the Technical Director
