Head of Programmes

Do you have the right attitude, experience and skills to lead three teams of committed programme and developmentprofessionals, to ensure the successful design and delivery of our programmes supporting childrenin Vietnam?Saigon Children’s Charity (SCC) is a vibrant, highly respected international NGO based in HCMC with a mission to help disadvantaged Vietnamese children to get an education and a fairer start in life. 

We need not just your skills but your attitude and personality too. The Head of Programmes is a senior, multi-functional role that would suit someone who is creative, confident and outgoing, but also well organised and systematic. You must be highly committed to and passionate about SCC, and comfortable representing the charity. Working with people at a senior level in government, local authorities, and agencies, as well as major companies and donors, both in Vietnam and overseas, you mustbe fluent in English, numerate and able to research, develop and maintainkey relationships.

A strong, proactive and dynamic team leader, you will be able to work cross-departmentally and to juggle multiple priorities. Absolute integrity is essential as is the ability to maintain accurate records and produce effective reports.

RESPONSIBILITIES

1.Create and agree an annual Development Programme, budget and project plans for SCC with the Director
2.Lead and coordinate allprogramme work through programme managers and teams
3.Develop existing 3 year strategies and regularly review these to ensure they continue to be relevant and appropriate
4.Work with each programme manager to develop and manage their annual Operational Plans and budgets, supporting them and their teams in their daily work
5.Monitor and evaluate each project area, setting realistic but challenging targets and ensuring measurement of results and comprehensive reporting
6.Be part of the Senior Management Team (SMT) and be able to act on behalf of and represent the Director and the charity when the Director is unavailable.
7.Develop and maintain SCC’s reputation within senior government circles and with other key opinion formers.
8.Work closely with the Head of Fundraising & Communications to develop fundraising proposals for programmes and to build strong relationship with key donors, and with the Head of Finance to ensure that all programme funds are appropriately managed and fully accounted for.

PERSONAL SPECIFICATION

  • Vietnamese national with a university degree
  • A minimum of seven years’ work experience, with at least five years in management
  • A strong sense of compassion for others and a desire to help children and communities
  • Experience in managing community development projects on the ground in Vietnam
  • Significant senior experience working for an international NGO, especially in a development and project management capacity(or similar in a major company)
  • Proven leadership capability and a track record of achieving results
  • Excellent verbal and written communication skills in English
  • Proficiency in using Microsoft Office tools and applications
  • Proactive, with a strong work ethic, requiring minimal direction
  • Absolute integrity and trustworthiness
