Global Road Safety Partnership (GRSP) Vietnam Programme Officer

IFRC country office in Vietnam is seeking a suitable candidate for the position of GRSP Vietnam Programme Officer.

The Global Road Safety Partnership is a hosted programme of the International Federation of Red Cross and Red Crescent Societies (IFRC). Both the IFRC and Global Road Safety Partnership are headquartered in Geneva, Switzerland whilst maintaining a Regional office in Bangkok, Thailand. The IFRC also maintains a country office in Hanoi which supports Vietnam Red Cross in implementation of their strategy.

In September 2010, the Global Road Safety Partnership has been nominated as the reference centre for road safety for the IFRC. The role of the Global Road Safety Partnership is also support countries to implement road safety activities under the plan of the United Nations Decade of Action for Road Safety- 2011-2020

The aim of the Global Road Safety Partnership’s work is to reduce death and serious injuries as a result of road crashes globally.

In Vietnam the Global Road Safety Partnership supports the implementation of globally recognised good practice activities that deal with specific risk factors such as motorcyclist helmet wearing, drink driving, speeding and occupant restraint. Activities usually target a particularly vulnerable road user, such as children, motorcyclists and pedestrians.

Currently in Vietnam, the Global Road Safety Partnership has two key projects:

1.The Bloomberg Philanthropies funded RS10 Project. Parallel to this project are 2 other key activities: Supporting the Vietnam Red Cross to advocate for a safer system for road safety, and, a Road Safety Grants Programme.

2.The GRSI2 project.

In Vietnam, it is expected that the Global Road Safety Partnership through its RS10 and GRSI2 programmes will collaborate and partner with key road safety stakeholders (such as National Road Safety Committee and World Health Organization, with special attention to Vietnam Red Cross) and other funding agencies to continue to support road safety efforts in Vietnam.

Scope of Work

The role of the Vietnam Programme Officer is to support Vietnam Programme Manager to effectively plan and implement all aspects of Global Road Safety Partnership’s work in Vietnam to enable achievement of its aim to reduce death and injury on the roads in Vietnam.

The Vietnam Programme Officer will report to the to Vietnam Programme Manager and the IFRC Country Representative in Vietnam as required.

Tasks and Responsibilities
- Act on behalf of the GRSP Vietnam Programme Manager to dealt with international and local stakeholders while the manage is away.
- Take lead in delivery of and monitoring the RS10 Road Safety Advocacy Project.
- Plan and deliver the GRSI2 project.
- Take part in development and implementation of a Vietnam country business plan that focuses on expanding the role of Vietnam Red Cross in road safety.
- Develop Vietnam Red Cross and other stakeholder capacity and the sustainability of road safety work in Vietnam.
- Accompany with international expert(s), particularly mentoring/coaching activities with traffic police and at in-formal meetings as required.
- Undertakes other work as required.
- Travel
- Undertake local, regional and global travel as required. A flexible approach to work is required as out of hours demands may occur.

Duties Applicable to all GRSP Staff:
- Contribute to the development and maintenance of the global GRSP team.
- Work towards the achievement of overall project goals through effective managerial and lateral relations and teamwork.
- Ensure all aspects of work, activities, and procedures being in accordance with the procedures of the International Federation of Red Cross and Red Crescent Societies.
- Ensure an understanding of roles, responsibilities, lateral relationships and accountabilities.
- Perform other work related duties and responsibilities as may be assigned by the Asia Region Coordinator.

Duration of Assignment

The assignment will be for a period of 4 months but could be extended upon availability of funding and satisfactory performance.

Qualifications

The Vietnam Programme Officer is expected to possess the following qualifications and experiences:
- Be of Vietnamese nationality and live in Vietnam.
- Excellent proficiency in both spoken and written English and Vietnamese.
- Hold a Master degree in an appropriate field such as transportation, health sciences, education, enforcement engineering or management field.
- Possess no less than 5 years of experience in the road safety/public health field including project formulation, implementation operations in association with government at different levels.
- Demonstrated expertise in the development and delivery of programmes that engage a range of sectors such as police, transport, engineering, academic, politicians, education, business and civil society.
- Demonstrated capablity to undertake the work independently.
