The World Agroforestry Centre (also known as the International Centre for Research in Agroforestry or ICRAF) is an independent research institution which generates science-based knowledge about the complex role which trees play in agricultural landscapes and rural livelihoods. As part of the Centre’s work to bring tree-based solutions to bear on poverty and environmental problems, researchers – working in close collaboration with partners – are developing new technologies, tools and policy recommendations for increased food security and ecosystem health.

The Position

ICRAF Viet Nam country office is seeking for the dynamic finance officer to base and work for office in Ha Noi with frequent traveling to project sites in Vietnam. The finance officer is set up to assist the office manager to ensure financial and accounting services provided to operations of office and projects in the country. Under supervision of office manager, the finance officer is expected to perform the following tasks and responsibilities.

Duties and Responsibilities

Task 1: Financial and accounting function

  • Responsible for and ensure that all vouchers and financial transactions are accurately and timely recorded in project/office accounts in accordance with ICRAF/Donor requirements;
  • Responsible for and ensure that all expense payments and disbursement are made according to the provisions and conditions as stipulated by ICRAF requirements;
  • Prepare financial reports for the Officer Manager’s review and submit to SEA RO;
  • Maintain database for financial information, finance and accounting system;
  • Assist in preparing donor's financial reports and budget estimation;
  • Manage and follow up contractors and service providers for contract payment management and clearance;
  • Work with building service, service suppliers and arrange receipt/bills of expense to be paid;

Task 2: Finance support to Partners

  • Ensure that all vouchers and financial transactions are accurately and timely recorded in project/office accounts in accordance with hosted centre/donor requirements;
  • Ensure that all expense payments and disbursement are made according to the provisions and conditions as stipulated by hosted centre requirements;
  • Prepare financial reports for the Officer Manager’s review and submit to hosted-centre HQ;
  • Arrange and request the imprest transfer for hosted-centre project and country office operation
  • Maintain databases for financial information, finance and accounting system of hosted centres.
  • Check and verify project financial reports submitted by partners in accordance with ICRAF/Donor’s requirements.
  • Contracts management: maintain and update the list of contracts/CRA with partners/consultants/suppliers; coordinate with researchers in following up the contract disbursement and finalization.

Task 3: HR and others

  • Ensure office’s compliance of contributing social security scheme and health insurance for staff, Personal Income Tax (PIT) with local authorities as regulated by Vietnam Government;
  • Other related tasks assigned by the Country Coordinator or Country Administrator

Qualifications and Skills Required

  • Bachelor degree in Accounting or Financial Management. Master education is preferred.
  • Five-year working experience in research or development NGO or international organization
  • Excellent command of Excel usage and familiar with MS office package. Experience in using Agresso Financial system is advantage.
  • Strong background in financial management systems
  • Good written and oral English proficiency
  • Initiative, coordination and organizational skills
  • Demonstrates a good attitude in customer service orientation
  • Ability to work with all levels of staff across a multi-cultural, multi-layer, multi-discipline organization
  • Ability to network and maintain close communication with peers and colleagues in similar or related types of jobs in other Centre or similar organizations
  • Possess a high level of interpersonal and communication skills
  • Experience in banking and financial services setting
  • Possess a high degree of flexibility and adaptability to various situations.

Terms of offer

  • Initial two-year contract with a competitive salary.
  • The contract is subject to 2 (two) months probation period, assessment of performance and availability of resources
