Deloitte Consulting LLP (“Deloitte”) and the Improving Private Sector Competitiveness Project (“IPSC”) is looking for a qualified local professional to fill the position of:

Finance-Accounting Officer
Location: Hanoi, Vietnam

Background: The purpose of the Improving Private Sector Competitiveness Project is to remove constraints and build the competitiveness of small and growing businesses (SGBs) in Vietnam, including those led by vulnerable populations. IPSC seeks is to foster an innovative and dynamic private sector that expands economic opportunities domestically and is competitive regionally and globally. Deloitte is implementing this project on behalf of USAID.

Position Objective, Generally Applicable Functions, and Specific Tasks

A. Position Objective: Support IPSC in the smooth management of finance administration and accounting while ensuring compliance to successfully achieve project work plan and objectives.

B. General Functions of the Position. The post will be a member of the Operations team under the supervision of the Operations Manager, and he/she will support the project’s overall financial administration and accounting. In coordination with the Operations Manager, the post will maintain compliance, enhance efficient financial management for the project and smooth financial accounting delivery. The post will deliver timely, accurate, and compliant financial accounting implementation in accordance with Deloitte and USAID rules and regulations. Job responsibilities include, but are not limited to:

  • Assist IPSC in meeting the overall finance and accounting obligations for the project.
  • Process day-to-day payments for all project expenditures.
  • Prepare documentation requirements to be approved for payment processing.
  • Prepare payments promptly and accurately of PIT, CIT, account payable, account receivable.
  • Review and verify correctness of payment request, including supporting documents in line with internal policies and procedures.
  • Ensure timely transactions, bank-cash reconciliation and liaise with bank on related issues.
  • Be responsible for the preparation of relevant financial reports and spreadsheets.
  • Assist with maintenance and replenishment of petty cash funds.
  • Prepare and submit monthly reconciliation reports for review.
  • Maintain proper and confidential filing of finance related documents, keep them up-to-date and readily accessible.
  • Provide financial advice and respond to financial inquiries when needed.
  • Assist internal/external audit process.
  • Track actual expenditure vs budget and perform analysis to identify gap/variance.
  • Participate in establishing and enforcing finance policies and procedures.
  • Deliver financial capacity training to project team.
  • Manage assets of the project including physical monitoring and updating the asset record.
  • Performs other related tasks as assigned.

C. Minimum Qualifications

  • Minimum years of experience: 5 years
  • Minimum degree required: Bachelor's degree in Accounting, Finance, or another relevant field
  • Professional fluency in English required (both verbal and written)
  • Demonstrated experience in project finance-accounting, and experience working with USAID projects in a similar role is preferred
  • Strong attention to detail, ability to meet and exceed deadlines, good interpersonal and communications skills
  • Strong knowledge of Microsoft Excel, Word and accounting software required
  • Ability to work both independently and in teams
  • Good advisory skills and financial management skills
  • Dynamic, reliable, self-motivated, service-oriented and able to work under pressure
  • Vietnamese citizen
