Expert Consultant on Investment Appraisal

The GGGI office in Hanoi, Vietnam seeks an Expert Consultant on Investment Appraisal to work on a cooperative project with the Ministry of Planning and Investment (MPI) Department of Investment Supervision and Appraisal (DISA).

Objectives/Purpose of the Assignment:

The objective of this assignment is to perform research on the current legal framework and processes related to the preparation and appraisal of investment projects to understand what gaps exist that prevent the consideration of green growth, socio-economic, and economic efficiency elements of investments.

The thrust of the research and analysis shall outline an analytical framework to guide sectoral and provincial decision-makers on criteria for socio – economic assessment of investment projects, mainstreaming green growth requirements in the process of preparation and appraisal of investment projects, thereby maximizing socio-economic effectiveness and green growth potential across the spectrum of investment projects.

Scope of Work:

The Consultant shall work closely with GGGI, and MPI-DISA, to:

  • Elaborate the investment preparation and appraisal process in Vietnam. The Consultant shall clearly define and describe how different line ministries and provincial and city governments prepare and submit investments, and how MPI-DISA appraises them, in order to realize process improvements
  • Conduct desk review of the legal and policy documents (laws, decrees, circulars) as well as the guidelines relating to the analysis of socio-economic efficiency of investment projects to identify gaps between the legal framework relating to preparation, appraisal and decision of investment project/program and green growth requirements. The research shall include: Investment Law; Construction Law; Public Investment Law; Environmental Protection Law; Land Law; any other decrees, circulars and guidance documents relating to the preparation and appraisal of investment projects.
  • Identify gaps in investment preparation and appraisal process with a view to improve the effectiveness of processes related to investment preparation and appraisal at national, sectoral, and local levels. This includes: socio-economic indicators; criteria to analyze the economic efficiency and impact of investment projects; prioritization frameworks; and criteria relating to the potential for green growth impact.
  • Review international best practices for tools and/or measures to analyze socio-economic efficiency of investment projects for potential adoption in Vietnam.
    • Assist in the coordination and facilitation of a consultation workshop to present the research and analysis to MPI and government stakeholders.
    • Other tasks as deemed necessary by GGGI in order to achieve the stated Outputs as per Section below.

Qualifications/Experience/Expertise:

  • A graduate degree in investment finance, public administration or economics.
  • Extensive experience in working with Vietnamese government agencies, particularly in relation to economic analysis and/or investment appraisal.
  • Demonstrated knowledge of Vietnam green growth and climate change policies.
  • 15-20 years of work experience in investment planning/appraisal. Experience in the development of legal framework(s) on investment planning and appraisal in Vietnam is a plus.
  • Proven track record in development and publication of guidelines, decisions and other government legal documents.    
  • Provide 1 sample of previous work related to the nature of this assignment.
  • Strong analytical skills and the ability to clearly synthesize complex technical information.
  • Fluency in Vietnamese is required with excellent writing skills. Strong English skills are a plus.
