Position title: Development Expert to support the Climate Change Working Group (CCWG) in Vietnam on working in the Paris Agreement plans at the provincial level

I. Background:

The Climate Change Working Group in Vietnam (CCWG – http://www.ngocentre.org.vn/ccwg), established in 2008, brings together INGOs, Vietnamese NGOs, development agencies, institutions, professionals and individuals to exchange ideas and to discuss 'lessons learned' on how to improve their capacity related to climate change. The network’s mission is to contribute to reducing the vulnerability of poor people in Vietnam to the impacts of climate change through NGO coordination, advocacy and capacity building to achieve environmentally and economically sustainable as well as socially just responses to climate change.

To achieve the NDC’s targets and commitments of the Vietnamese Government in the Paris Agreement, the Prime Minister issued the implementation plan of the Paris Agreement (PA) in October, 2016. According to this national plan, Vietnam’s 63 provinces have to develop provincial implementation plans of the Paris Agreement and submit them to the Ministry of Natural Resources and Environment (MONRE) by the end of 2019. As to date, the majority of provinces have developed and submitted their implementation plans. Now they face the challenge of effectively implement them.

Against this background, CCWG will focus on supporting selected provinces in implementing their implementation plans in a comprehensive way to showcase good practices in putting the plans into practice. Due to the wide scope of working areas coupled with resources constrains, CCWG wants to identify the most suitable provinces and develop a plan on how to support them in order to pilot effective implementation interventions.

II. Objectives:

The objectives of this assignment are:

  • To provide CCWG with all required information regarding suitable pilot provinces and they potential for climate change relevant interventions regarding agriculture and energy,
  • To guide CCWG and relevant members in developing an action/work plan in order to effectively and efficiently support the selected pilot provinces,
  • Support CCWG in documenting and updating their existing information on good practices regarding climate change interventions.

III. Scope of work:

The consultant will work closely with the two CCWG chair persons and coordinator from WWF as well as the CCWG secretariat team to undertake the following tasks:

  • Provide technical advice to CCWG members on selecting two targeted provinces to support local authority on PA implementation:
    • Conduct a desk review for the PA implementation plans of the provinces;
    • Review project areas of CCWG member organizations in terms of agriculture and energy to identify potential interventions in the context of the provincial plans and projects of CCWG;
  • Provide inputs and support in development of a CCWG action plan fort selected provinces:
    • Consult with CCWG members, decision makers and the selected provinces to gather the required information to develop an action plan;
    • Give recommendations on the roadmap for the development of CCWG plan and activities;
  • Provide inputs in order to comprehensively share know how and recommendations:
    • Consolidate relevant good models/pilot projects from CCWG members to develop comprehensive materials to share with decision makers;
    • Present the results at two provincial workshops in provinces to show how CCWG/NGOs can help provinces in PA implementation.

IV. Expected outputs

  • A list of selected provinces that prioritize the low-emission rice sector and promote renewable energy in order to achieve greenhouse gas (GHG) emission reduction;
  • A feasible action plan covering four years for CCWG to support the targeted provinces in developing their PA implementation plans;
  • A documentation of good models from CCWG members in term of low-emission rice cultivation and in the energy sector (renewable energy) that can be applied in these provinces. This documentation will be shared with national and local authorities in a suitable format.

V. Timing and working days

The contract duration is 27 August, 2018 to 30 December, 2018.

VI. Profile:

Required Qualifications

  • A Master degree or corresponding qualifications in climate change, agriculture, energy, environmental management, international development or political science.
  • Very good knowledge of the political, social and economic situation in Viet Nam.
  • Strong links with relevant national and international organizations is preferred.
  • Ability to work independent as well as part of a team in a diverse setting.

VII. Working Relationships:

Internal:

WWF-Vietnam and CCWG: Works in close collaboration with WWF-Vietnam CCWG chair persons and coordinator as well as the CCWG secretariat team

External:

Liaise and work with Government agencies, CCWG members, corporates and international and local NGOs, if required.
