GENERAL SUMMARY OR BACKGROUND

Chemonics International Inc., is USAID’s implementing partner on Vietnam Action Against Plastic Pollution (VAAPP) Project. The Project is an innovative and ambitious program designed to reduce ocean plastic pollution at its source in Vietnam through strategic approaches such as convening stakeholders’ power, promoting creation and implementation of data-driven policies, enhancing knowledge and sharing learning, promoting appropriately scaled technology and solutions, and providing technical expertise and building capacity of local governments to manage waste at its source to prevent plastic pollution in our oceans. Three main objectives of the Activity are (i) supporting multi-stakeholder actions for Extended Producer Responsibility (EPR), (ii) supporting scalable, demonstrated Single-Use Plastic Products (SUP) reduction measures, and (iii) supporting the development and implementation of sub-national level Integrated Solid Waste Management Plans (ISWM).

The Deputy Chief of Party (DCOP) will support the Chief of Party (COP) in managing all technical aspects to successfully implement VAAPP project activities in Vietnam. The DCOP will provide technical and managerial leadership and will focus on building partnerships with key stakeholders, while managing the relationships with consortium partners. In the absence of the COP, the DCOP will assume full responsibility
of the Project. The DCOP will collaboratively create and implement strategic, long-term programmatic vision and support the COP in overseeing the Project work planning and performance management. The DCOP will directly oversee the field team for provincial engagement, location TBD.

Principal Duties and Responsibilities

  • Support the COP in providing leadership of the Project’s management and technical implementation and ensures successful achievement of results as defined in the award.
  • Serve as an on-the-ground broker, supporting linkages between public and private sector actors. Build partnerships with key stakeholders, including local implementing partners, government/ministry officials, and USAID.
  • Oversee rollout of community engagement initiatives aimed at fostering relationships under EPR schemes and community engagement for fostering locally led ISWM systems.
  • Manage the technical oversight of the four consortium partners, providing cohesive linkages for collective results and ensuring coordination and synergies across objectives. Provide technical input on grants.
  • Promote knowledge sharing of best practices between USAID, consortium partners, and EPR actors.
  • Support the COP in annual work planning and performance management. Build and maintain a technical bridge between project technical staff that design strategy and achieve activity-wide goals and objectives.
  • Review and comment on draft reports and deliverables prepared by technical team. Ensure lessons learned from project implementations are across objectives and included in quarterly reports, annual
  • reports, and annual work plans.
  • Work closely with the COP to ensure technical quality, schedule, and financial performance leading to success of the project.
  • Directly supervise sand manage performance of EPR specialist, Provincial Engagement Lead, Program Office, and the Ho Chi Minh City office.
  • Support the identification, hiring, and performance management of staff needed for project implementation.
  • Perform any other tasks assigned by the COP consistent with the Activity.
  • Serve as the acting COP in the COP’s absence.

Qualifications

  • Vietnamese national
  • A Master’s degree or higher in natural resource management, business, administration, or another related field
  • Minimum of eight years of experience in waste management, service delivery, or market development
  • Minimum of five years of exceptional experience leading international donor-supported programs
  • Experience managing teams of technical and support staff to achieve results, preferably in programs funded by USAID
  • Demonstrated ability to network with government, private sector, or nongovernmental entities in Vietnam
  • Results-oriented professional capable of achieving targets and goals set in cooperation with the client, counterparts, and stakeholders
  • Demonstrated ability to work productively within a team
  • Possess excellent organizational and multi-tasking skills
  • Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment
  • Computer skills including strong knowledge of Microsoft Excel, Word and Office applications;
  • Fluency in Vietnamese and English
