Project Background

The Vietnam Urban Energy Security (VUES) is a 4-year, USAID funded activity that addresses the problems of growing energy demand and air pollution from large coal projects and current urban energy practices in Vietnam. The activity supports cities to take advantage of 1) the technological advancements and cost reductions of advanced, distributed energy solutions such as rooftop solar, battery storage, and demand response; 2) cleaner forms of transport; 3) energy efficiency and modern energy technologies for municipal services (such as LED street lighting, super-efficient air conditioners, etc.); and 4) business opportunities for local entrepreneurs  in deploying distributed energy systems and services.

The specific objectives of this activity are to assist Vietnamese cities to:

  1. Improve enabling policies, regulations, and city-level plans/programs for the deployment of resilient, distributed energy services;
  2. Mobilize public and private sector investment for the deployment of advanced, distributed energy systems;
  3. Increase adoption of innovative technologies, practices, business and financing models for advanced, distributed urban energy solutions.

Position Overview

The DCOP will oversee senior technical experts in the Hanoi project office and provide top-level technical expertise in the Vietnamese energy security context, including distributed energy technology deployment and applicable political/economic factors. The DCOP will contribute to investment promotion from Vietnamese public and private sources.

Responsibilities

  • Provide oversight and guidance to local and international short term technical experts.
  • Provide technical assistance and training in renewable energy/energy efficiency to Vietnamese counterpart institutions.
  • With the Monitoring, Evaluation and Learning Manager and the Chief of Party, design and oversee implementation of surveys and assessments as defined in the PMP;
  • Assist the Chief of Party with program reporting tasks, including quarterly and annual reports, success stories and other reports as required and requested by USAID and DAI
  • Perform programmatic duties of the Chief of Party when the Chief of Party is absent from the office; and
  • Coordinate closely with the project’s Activity Fund Manager to match appropriate grant funding with technical objectives and activities.

Qualifications

  • 8 years of experience in donor-funded projects in Vietnam, 4 of which are in management positions.
  • USAID experience a plus.
  • 10 years of energy experience with experience in distributed energy technologies such as rooftop solar, energy efficiency, or small-scale power generation in an urban setting and experience in electricity sector policy and regulation. Knowledge of project development and finance preferred.
  • Technical expertise in distributed energy technologies, infrastructure, financing, energy, or other relevant areas. Experience in MEL and gender equity desirable.
  • An energetic, forward-thinking and creative individual with high ethical standards and appropriate professional image
  • An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus
  • Fluency in Vietnamese
  • Excellent writing, speaking, and reading skills in English; demonstrated report writing skills in English is required.

Level of Effort, Location and Reporting

The level of effort is 260 days per year.  The employment contract will be on a yearly basis, with possible extensions until the close of the project. The Deputy Chief of Party will oversee a small team which includes technical experts, a communications specialist, and monitoring and evaluation specialists.

The DCOP will report to the Chief of Party.  The position is based in Hanoi.
