We are looking for a local qualified candidate to fill the position of Country Manager in Vietnam

Duty station: Ho Chi Minh or Hanoi (depended on candidate’s location)

SUMMARY:

The Country Manager (CM) Vietnam reports directly to the Chief Executive Officer (CEO). The CM is responsible for the overall management of the Vietnam country office operations and programs, including people management & HR, financial management, program cycle duties, fundraising, stakeholder relationships, advocacy and public representation. The Country Manager Vietnam advances the mission of AIP Foundation through development of long-, mid- and short-term strategic goals and strategies taking into consideration the government’s and other stakeholder’s priorities and roles. The CM forges connections with local, national, regional and global partners and with skilled professionals in the region, with a view toward future development and collaboration. S/He represents AIP Foundation and its programs at meetings, workshops and conferences in Vietnam and other countries as assigned.

DIRECT REPORTS:

This role supervises Vietnam Program Managers/Officers and Vietnam Operations Assistant.

APPRAISED:

This role will be appraised by the Chief Executive Officer (CEO) and Board of Managers (BOM)

Strategic Development & External Relations

  • Advance the mission of AIP Foundation through development of long-, mid- and short-term strategic goals and strategies
  • Build awareness and raise the profile of AIP Foundation Vietnam; promote communication of road safety and related issues and AIP Foundation’s accomplishments to the public
  • Develop and maintain positive relationships with key stakeholders including government, non-government (NGO), philanthropy, academia, policy and advocacy specialists, UN organizations, private sector
  • Identify opportunities for new partnerships, and stakeholder collaboration and leverage resources and synergies; coordinate cooperative activities with other stakeholders in order to align strategies and explore potential for scale-up
  • Leverage Vietnam’s government strategy in order to strengthen support and collaboration
  • Proactively contribute to new fundraising ideas and identify new opportunities for program/project design
  • Serve as key contact with donors, as needed
  • Nurture national and local media and press networks to deliver focused campaign messages
  • Create and maintain networks with influencers and KOL to support public campaigns and advance AIP Foundation’s mission
  • Serve as primary liaison for requests from AIP Foundation Head Office (HO) for collaboration related to Communications, Development and Research, Monitoring, Evaluation & Learning; coordinate with Program staff to ensure effective and timely replies
  • Support global road safety campaigns and initiatives; participate in working groups
  • Confidently and effectively represent AIP Foundation publicly, both in Vietnam and internationally

Operations, policies, procedures, and risk management

  • Ensure legal compliance in the areas of NGO registration; office license; contractual agreements
  • Serve as primary liaison to legal counsel in addressing legal issues e.g., copyright, antitrust, governing instruments, partnerships, licensing etc.
  • Ensure AIP Foundation’s operating procedures are implemented according to organizational requirements by all staff of Vietnam’s Country Office.
  • Pro-actively anticipate any potential operational or programmatic issues, and report/discuss solutions with CEO, FAHR Director or BOM
  • Manage organizational data system for Vietnam Country Office; ensure that all project data is uploaded timely and consistently to country and central server/data system (Podio, FileZilla, etc.)

Programs, reporting, learning & scaling

  • Develop annual objectives for AIP Foundation Vietnam and coordinate the Country Office’s planning, staff allocation, and - in collaboration with the Development team - fundraising for the plan
  • Prepare and manage annual country budget.
  • Contribute to budget proposals, review project financial reports, project budget monitoring and evaluation.
  • Ensure all program/project activities meet stakeholder’s expectations, and comply with donor requirements, as well as AIP Foundation’s internal standards and procedures
  • Ensure effective planning and implementation of AIP Foundation Vietnam Country Office’s programs; staff allocation planning; delivery against plans and contractual requirements; timely reporting to donors, governments, and partners
  • Ensure that terms of all contractual agreements with donors and partners are met
  • Supervise and ensure that employee(s) perform their duties as identified in their job descriptions; provide guidance and support to Program staff, as needed; ensure ways of working and behaviors are in line with AIP Foundation’s values and policies; appraise Vietnam Country Office directly reported staff.
  • Foster the dissemination or program results with a view to influencing changes in policy to improve road safety legislation in Vietnam and the region.
  • Maintain effective ongoing communication between Vietnam Country Office, other Country Offices and the Global Office in order to share and apply lessons learned, adjust program designs and operational processes to be more effective, and identify opportunity for growth.

Others

  • Submit monthly management reports about progress towards organizational objectives, financial status of organization and other issues of concern to AIP Foundation.
  • Actively participate in monthly Management meetings.
  • Assist CEO and BOM, as required.

REQUIRED QUALIFICATIONS:

Work experience

  • Minimum 15 years’ experience in working on development field in Vietnam or a related field is required. Comprehensive understanding of Vietnamese politics, and administrative processes; significant experience working in Vietnam and knowledge of key institutions and government stakeholders is highly preferred
  • Demonstrated capacity to work effectively including a demonstrated capacity to build collaborations with the related government agencies and business communities.
  • Successful record of fundraising from bilateral, multilateral, foundation, and private donors, including experience in proposal writing, managing proposal teams, and building and maintaining relationships with donors.
  • Strong representational and diplomatic skills along with intercultural competence, vision and commitment to the AIP Foundation and office’s mission.
  • Ability to assess the opportunities and barriers that contribute to the determination of the AIP Foundation’s core areas of work in Vietnam over the immediate and longer term, consider a range of incremental steps to achieve the office’s goals, and determine which funding opportunities lead to the achievement of those goals with minimal risk to office operations.
  • Demonstrated ability to evaluate and summarize complex information into simple concepts for broad communication to multiple types of audiences and stakeholders.
  • Skilled at leading, motivating, and managing teams, as well as running effective meetings and demonstrated outstanding verbal and written communication skills
  • Strong program management skills and experience in designing new programs, establishing monitoring, evaluation, and reporting systems, ensuring compliance with donor regulations, coordinating efforts across multiple programs, and identifying solutions to implementation challenges.
  • Strong financial management skills and experience in reviewing financial reports, budget forecasting, budget monitoring and evaluation.
  • Excellent written communication skills, including proposal writing and report editing.
  • Recognized knowledge in at least one of the office’s key current programming areas: road safety, public health, public policy, or international development.

Education and Technical Expertise

Master's degree or higher in a relevant field, such as road safety, public health, public policy, or international development.
