CONSULTANT SERVICE FOR DEVELOPMENT OF A GUIDANCE FOR HEALTH WORKERS

IN RESPONDING TO GENDER-BASED VIOLENCE

Overview

The International Center (formerly known as Vietnam Veterans of America Foundation -VVAF) is an American non-profit organization based in Washington, DC. IC-VVAF established a representative office in Hanoi in 1994, and have been active in humanitarian assistance programs and development assistance continuously since that time. IC-VVAF has also addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades. As a co-founder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. Now working under The International Center, IC, focuses on disability support, mine action, and mental health programs.

The Moving Without Limits Project

Under the financial support of the United States Agency for International Development (USAID), IC is implementing the Disability Support Project named “Moving without Limits” in the three provinces of Thua Thien Hue, Quang Nam and Binh Dinh from July 2015 until September 2022. This project aims to improve the accessibility of the people with mobility impairments in Thua Thien Hue, Quang Nam, and Binh Dinh to quality and affordable assistive devices.

Three specific objectives of the project include:

1. Improved availability of quality assistive technologies/ devices (AT/AD) for people with mobility impairments in Thua Thien Hue, Quang Nam and Binh Dinh provinces;
2. Improved capacity related to AT/AD for the health sector workforce at national and sub-national levels; and
3. Improved advocacy for policies/regulations and information sharing related to AT/AD.

Cross-cutting issue such as gender is mainstreamed in the project activities and IC promotes a gender-sensitive approach in conducting need assessment for the assistive device with persons with disabilities and following up with them either at health facilities or at home. To ensure gender equity in the assistive technology services delivery, IC is seeking the support of a consultant to work with the project team in the development to develop/ tailor guidance and coach health workers to identify, report, and refer to cases of gender-based violence.

1.        DUTY STATION

• Duty Station:                                Hanoi and project provinces
• Duration of Assignment:                 March 2022 – June 2022

2.        SCOPE OF WORK

The consultant is expected to carry out the following activities: 

• Develop or tailor guidance for health workers to identify, report, and refer to cases of gender-based violence.
• Coach health workers and project staff using the guidance to identify, report, and refer to cases of gender-based violence during the delivery of multi-disciplinary rehabilitation

3.     SUPERVISION AND PERFORMANCE EVALUATION

The Consultant will work under the direct supervision and evaluation of the Program Director with support from project staff.

4.     SPECIFIC REQUIREMENTS:

Qualifications required:

Advanced Degree in gender, social development or related fields

Experience required:

At least 5 years in developing the guidance on prevention and response GBV 

Experience in working in disabilities and/ or assistive technology in rehabilitation is an asset

Skills / Technical skills and knowledge: Skills required include broad knowledge of gender and gender based violence; ability to work with diverse stakeholders

Language requirements: Written documents submitted in Vietnamese
