Vacancy: Consultant Engineer for Construction Related Activities in Schools

Based in Muong La, Son La

Main Responsibilities: The Consultant is responsible to provide a model of new latrine and hand washing facilities most appropriate to cultural context in the local area, adherent to Vietnamese construction law and resistant to natural hazards. They will also ensure that construction work undertaken for the project will be implemented with high quality by regularly visiting and monitoring building sites and working closely with the construction companies, local community and school.

Key Competencies:

  • Provide design of the construction and estimation of related costs based on careful examination of the construction sites (this includes visits to the sites when needed).

  • Oversee the design of education related construction works in the target school that is culturally appropriate to the local conditions. Support accurate cost estimates of initial designs to avoid unplanned costs under the project.

  • Assist the bidding process and the selection of the most effective constructor(s) to ensure that it adheres to Vietnam’s construction law; is fair and transparent and; that the selected constructor has the appropriate skills and capacity to undertake the works.

  • Provide on-site supervision to the work of the construction companies, quality assurance and report any issues that may arise including but not limited to delays; issues with quality of building or building materials; suspected theft, fraud, bribery or other corruption and; conflicts.

  • In close consultation with the SC staff to develop a suitable format for the contract to be signed with Construction Company to undertake the construction works. The contract should be comprehensive and minimize financial liability for SC.

  • Establish and regularly update a detailed monitoring framework for the construction including information on estimated cost; actual cost; contribution from communes; progress; scheduled date of completion and handover and; issues arising. Weekly submit the updated framework to the SC staff to report on progress.

  • Conduct final inspection of completed work to ensure that the work is of high quality and is in line with agreed design and construction plans, prior to the handover of the works to the schools and local authorities.

  • Provide an end of construction report including information regarding the quality of the process

Qualifications:

  • A registered Engineer/Architect with at least 5 years’ experience in providing consultancy services in design, specification, construction project management and construction procurement activities

  • Previous experience in directing construction projects from concept through to construction phase

  • Relevant experience relative to assessment of construction quality against National standards or International best practice, whichever takes precedence

  • Familiarity with Government (local and national) construction procedures and standards in Vietnam

  • Strong organization and management skills

  • Proven communication and writing skills, including relevant reports in both English and  Vietnamese

  • Experience in working with NGO/Donor organizations desirable
