Consultant to Develop Training Package on Children Protection from Online GBV and Deliver the Capacity Building for Core Members of SBCPM and CBCPM

1. Introduction:

Plan International Vietnam (PIV) is carrying out a 3-year project named “Protection of girls and boys from cyber bullying and gender-based cyber violence” from 2021 – 2024. The proposed project aligns well with the “National Plan for Cyber Security and Support Healthy Online Interaction for Children, 2021-2025", approved by the Vietnam Prime Minister in Decision 830/QD-TTg, dated June 1st, 2021. The project will be conducted at both national and provincial levels in which Quang Binh, Kon Tum provinces are locations of the project.

The project goal will be achieved through three (03) outcomes: (1) Adolescents, particularly girls and vulnerable groups, have enhanced collective agency to protect themselves and others from cyber bullying and gender-based cyber violence; (2) Families, schools and communities have established protective mechanisms to protect children, especially girls and vulnerable groups, from online abuse; (3) Government authorities, media agencies and IT service providers have effective prevention and response measures to ensure children’s safety on cyber spaces.

The project is looking for consultants providing services for “Develop the training package on children protection from online GBV and Deliver the capacity building for core members of  School-based Child Protection Mechanism and Community-based Child Protection Mechanism”.

2. Purpose of consultancy:

The hired consultant team is expected to develop the training package on children protection from online GBV and Deliver the capacity building for core members of School-based Child Protection Mechanism (SBCPM) and Community-based Child Protection Mechanism (CBCPM). Members of SBCPM and CBCPM include people who are responsible for child protection in schools and in the communities. In community, CBCPM are service providers such as legal aid officers, women union officers, police officers, youth union officers and representatives of local authorities. In schools, SBCPM are school leaders, school counsellors and other relevant teachers who work with children. To support them providing timely support and connecting relevant support services in schools and communities with public/official child protection system, including referral, the consultant team will provide online specialized training courses on skills and processes of case management and working with children at high risk or children affected by cyber bullying and gender-based cyber violence.

At selected schools, counsellors working at school counselling rooms have trained on basic counselling skills in related Plan’s projects. The consultant team will implement online advanced trainings for the school counsellors, focusing on knowledge on online abuse and how to support students in early prevention and active response to the issue.

3. Key deliverables: 

The consultants/ experts are expected to provide the following key deliverables:

  • Two set of materials for core members of SBCPM and CBCPM and school counsellors
  • Six online advanced training courses completed in Quang Binh and Kon Tum provinces
  • Final Report, including post-training evaluation and impact assessment

4. Timeframe: The consultancy is estimated to be undertaken within 73 working days from March to September 2022. A detailed timeline will be worked out jointly with the consultants after recruitment.

5. Location: The consultancy will be conducted in Hanoi.
