Consultant to conduct SenseMaker data collection (WNCB project)

Save the Children’s vision is a world in which every child attains the right to survival, protection, development and participation. Our mission is to inspire breakthroughs in the way the world treats children, and to achieve immediate and lasting change in their lives. The organization started our work in Vietnam in 1990 and implements programs in the key thematic areas: Education, Health and Nutrition, Child Protection, Child Rights and Governance, Child Poverty, Disaster Risk Reduction (DRR) and Emergency Response. At present, Vietnam Country Office has programs in 20 out of 63 provinces in Vietnam.

The WNCB project country team in Vietnam needs to understand the effects of the WNCB programme interventions in the targeted communities in Ho Chi Minh City and Dong Thap Province and uses a multitude of methods to assess relevant changes in their target communities.  The aim is that SenseMaker will provide information on the effectiveness of our programme with regards to complex areas of change, such as changes in norms and attitudes, where it concerns child labor and education, but also on changes with regards to the community, policy, legal, institutional environment in which child labor takes place. SenseMaker will adopt the following approaches:

  • Collect qualitative data through the Sense Maker approach to gain insight into the experiences and underlying attitudes, motivations, and intentions of children, parents, teachers and community leaders towards child labour and access to education.
  • Interviews with private sector and government officials will also highlight changes adopted in promoting child rights and protection principles.

Scope of Work

The consultant is responsible for conducting this SenseMaker data collection. This will include:

  1. Recruiting a qualified team of data collectors;
  2. Participating SenseMaker instrument training;
  3. Data collection used SenseMaker software by tablets; closely quality control to ensure timing is respected and quality standards are met;
  4. Transcript audio data into text documents;  
  5. Translating transcripts from Vietnamese to English.

  • Detailed technical proposal in response to TOR, with specific focus on the interpretation of TORs, methodology, and work plan to be used and key selection criteria;
  • CV(s) including a minimum of 3 references;
  • Detailed budget breakdown based on expected daily rates (as per attached RFQ)
  • Proposed work plan
  • A soft copy of 02 (two) recent assessment reports to demonstrate the previous experience
