Save the Children International in Vietnam (SCI Vietnam) has been implementing a project on school health and nutrition (SHN), with the support from Mars Wrigley Foundation since 2011. During 12 years of implementation, the project goal is based on 4 main pillars:

  • Skilled school-based health & hygiene education
  • School-based delivery of Health and Nutrition services
  • Safe Learning Environment that could promote good health practices
  • School Health Policies and Community Support for policies that support oral health and SHN in schools

In the 2022-2024 Country Strategic Plan, this project continues to contribute to the global Health and Education Breakthroughs as part of our Ambition 2030, and also to our ongoing efforts on COVID-19 prevention, in addition to two specific strategic goals for health and nutrition and resilience: Goal 2: Build resilience of children and communities to address the negative effects of climate change, environment and pandemic on their lives and Goal 4: Create safer environments for children to live and grow (protected from physical, psychological & online harm).

The endline evaluation will provide a comprehensive picture of the project’s effectiveness and impact, as well as important assessment of the project’s coordination, partnership, implementation process, and project's replicability, which significantly contributes to the documentation of 12 years implementing Healthier Smiles project and provide information to the other new projects in the coming time in Vietnam.

Purpose, Objectives and Scope

This evaluation is being conducted at the end of the 6th phase of HS project. It will build upon the baseline report previously conducted. Besides, this report will explore the results and lessons learned after 12 years of implementing the intervention program.

The primary purpose of this end-line evaluation is to measure the project's results and document how intended outcomes have been achieved, evaluate the project’s relevance, coherence, effectiveness, impact, efficiency, sustainability, and other cross-cutting (gender, social inclusion, accountability).

It also aims to identify challenges, good practices, and lessons learned after 12 years of implementing to inform future programming of similar projects.

The study main objectives are:

  1. To evaluate whether the 6th phase achieved its expected project objectives, including objectives on outcomes, and outputs through a set of project indicators and targets.
  2. To evaluate the 6th phase's overall performance in terms of its relevance, efficiency, coherence, impact, and sustainability, as well as other essential cross-cutting issues (accountability, safe programming, equity and equality, and inclusion).
  3. To understand how the project made changes and the factors positively and negatively affecting the project implementation and achievements of its objectives, as well as future partner retention and replication in phase 6 and throughout 12 years of HS project implementation.

The Evaluation team will be required to undertake consultation with SC staff at the commencement of the evaluation to further refine the Study questions, and study plan including (but not limited to) study design.

Scope:

The evaluation will assess the overall project results, performance, implementation lessons for HS project phase 6 (2022-2024). The data collection is expected to be implemented in project sites of Hai Phong city, Tien Giang province, Ha Dong district and Physical Education Department of Ministry of Education and Training (MOET).

In addition, this evaluation will also collect information about qualitative changes and lessons learned over 12 years of projects supported by Mars Wrigley Foundation. The evaluation will involve the project’s partners, their networks, and stakeholders at different levels, and beneficiaries (primary students, caregivers, and teachers) who have been involved in the project.
