BACKGROUND:

TMSV’s Project Goal: This project will tackle Modern Slavery from Vietnam through harnessing the capacities of IOM, World Vision and British Council to implement a coordinated series of interventions that specifically align with existing work in Vietnam, and United Kingdom Official Development Assistance requirements in 5 target provinces: Nghe An (Yen Thanh; Dien Chau); Hai Phong (Hai Phong city; Thuy Nguyen); Quang Binh: (Dong Hoi, Bo Trach); Ha Tinh (Can Loc; Nghi Xuan); and Quang Ninh (Ha Long city).

From Jan – May 2020, the Project conducted a baseline survey in Hà T?nh, Qu?ng Bình và Qu?ng Ninh. In June 2020, WVV organized a reflection sessions with the participation of representatives from 5 provinces/cities and central authorities to share the baseline results and findings. Since May 2020, TMSV have been working with local partners and non-formal actors to roll out support activities for the potential victims of trafficking (PVOT).

Based on the consolidated findings collected from local partners and non-formal actors through consultation sessions & surveys and hands-on experience working directly with the PVOTs, it  is initially proven that the community values which play an important role in the PVOTs’ migration decisions have long been accumulated as the results of past migration experience and cultural – social – economic factors. However, such values have not been shared widely within communities, or even recognized as a decisive factors in the PVOTs’ decision to migrate.

On this basis, TMSV intends to implement the community sharing, inspiring sessions with PVOTs and documentation following community value report resulted from baseline survey in order to (1) collect subjective feedbacks from PVOTs on the influence of community values on their migration decision, (2) document such values for sharing and follow-up actions, and thus (3) encourage full recognition of the community values from the public population.

EVALUATION OBJECTIVES:

  • Activity 03.02.04: to inspire & motivate PVOTs through participating in the “My Story” event.
  • Activity 03.03.03: to share and consolidate feedbacks from participants joining Information workshop.
  • Activity 03.03.04: to document community values for project use, “Community value quote book”.

TIMEFRAME:

From June – July 2021 

REQUIREMENTS:

The consultant may work as an individual or as leader of a consultancy team. The successful Lead Consultant should fulfill the following criteria:

  • Among key consultants who participated in baseline study under TMSV. Consultant who participated in the completion of the community value report is prefered.
  • Minimum 2 year-experience in implementing training activities and/or inspiration tasks for individuals/groups. Consultants with knowledge of victim-centred strategy and/or trauma informed care (TIC) is prefered.
  • Experience in documenting projects’ good practices and interventions, project reporting and/or project initiative products
  • Experience in working with PVOTs, preferably having knowledge actual situation of modern slavery in the project areas, and Vietnamese migrants living in/coming back from UK
  • Experience to be in the jury team for community-based competitions and familiar in formulating criteria for competion awards.
