CALL FOR CONSULTANCY SERVICES
TECHNICAL SUPPORT TO THE NATIONAL TUBERCULOSIS PROGRAM
ON ANTI-TB DRUG MANAGEMENT

I. Background

The global LHSS project helps low- and middle-income countries transition to sustainable, self-funded health finance systems that support high-performing overall health systems. The LHSS activity in Vietnam will work with the Government of Vietnam (GVN) to advance greater local ownership of HIV and TB prevention and control. Led by Abt Associates, the four-year activity will support Vietnam in increasing its domestic financing for HIV and TB services in the context of declining donor funding, using government resources more efficiently, and in assuming local ownership of HIV and TB prevention and control activities. Specific objectives are: (1) Support the GVN to strengthen its public financial management systems for public sector health and find greater efficiencies in social health insurance (SHI), (2) Increase and improve the efficiency of domestic financing of HIV prevention and treatment services; (3) Strengthen the capacity of Vietnam's supply chain management system; and (4) Transition of TB services into SHI.

As a result of the transition, SHI TB drugs have been provided to patients with SHI cards since July 1, 2022.  In the context that government-funded TB drugs are still available and provided to patients at many health facilities that have not completed the integration, managing TB drugs provided from dual sources of funding is complex. Thus, it requires regular and also ad-hoc reporting on the drug provision and reallocation from health facilities and provincial TB programs to the NTP. To support the NTP in ensuring informed decision-making on drug management, reallocation, and addressing anticipated complexities, LHSS will provide technical support to the NTP through a long-term consultant to work at the NTP.

II. Main tasks and Deliverables

Tasks

• Provide support to the TB drug management team on the collection and compilation of information and data on the receipt, use, and reallocation of TB drugs from both SHI and government funding sources.
• Follow up with health facilities to clarify data gaps and collect additional information as required.
• Track the drug supply progress from drug suppliers.
• Aggregate the total drug delivery from suppliers to health facilities.
• Work with SHI drug suppliers, provincial TB programs, and health facilities to monitor their use of the eLMIS, explore their feedback, and report to the NTP of issues that need the NTP’s attention.

Deliverables

• Monthly activity update on the task implementation and supporting documents.
• A final consultancy report at the completion of the consultancy service.

III. Skills/Knowledge Required

• Graduate degree in public health or any discipline on health.
• Demonstrate ability to work with information and data including data collection, screening, and compilation.
• Strong Microsoft Excel skills.
• Demonstrate ability to present data and information via graphics and other means of illustration.
• Good communication skills
• Language requirement: Vietnamese. The ability to speak English would be an advantage.

Contract duration: from September 2022 till September 2023. The extension will be based on funding availability.
