Position Purpose (Mission):

  • Contribute to develop the alternative child care in compliance with the organization’s vision, mission, and values, strategies, policies, and plans, and local applicable laws.
  • Contribute to set and achieve the organization’s strategic goals in alternative child care and monitor and evaluate its progress.
  • Guide, and provide technical support to the SOS Children’s Villages programs in Vietnam to ensure the intervention and quality execution of the alternative care services are aligned with government policies, legislation and binding policies, guidelines and standards of SOS Children’s Village International.

Key Performance Areas and Main responsibilities:

  • Be responsible for reviewing policies, guidance on quality standard of the SOS CVI as well as the law system, legal documents and country context of Vietnam to provide the Leaders of the SOS children’s villages Vietnam with advices on contributing to effectively implementing the SOS CVI’s Program’s policies in the SOS children’s villages in Vietnam;
  • Participate in Child safeguarding risk assessment to provide advices on alternative child and adolescence care services/activities regarding yearly, mid-term and long-term budgeting.
  • Be responsible for building internal guidelines documents on alternative child care serivices in consultation with SOS Children villages at locations to ensure the compliance with SOS Children’s Villages Programme Policy and SOS Children’s Villages International ‘s policies, guidances and quality standards, and in accordance with national legislation and context.
  • Be responsible for handling and submitting to the National Director for approval the proposal of SOS Children’s villages at the location level on admission or exiting the  children/young persons into/out of the programs such as Family Like Care and, or the supervised independent living youth (youth care) and  ensuring to meet the SOS children’s vilages’ standards, process and procedures;
  • Conduct monitoring and evaluating over the implementation of interventions and Alternative Care Services: i.e gatekeeping of the target group, review of care options; monitoring over case management and implementation of the child/young person individual development plan, by using SOS Care Promise KPIs, PDB indicators; field-visiting in locations.
  • Provide technical expertise support in time to location program staff at the SOS Children’s village implementing high-quality alternative care, such as implementing case management, i.e get to know about characteristics, personalities, and needs among beneficiaries (children/young persons) for planning support and meeting the development needs of the children/young persons.
  • Provide technical support in time to location program staff in collaboration with children/young persons and caregivers to build an individual development plan for each child/young person, i.e defining development goals, monitoring indicators, execution duration, required support services, activities schedule for reaching individual development goals;
  • Contribute to developing project concept notes and project proposals for new interventions.
  • Cooperate with the Zonal RBM coordinators, Child Safeguarding Coordinator and Advocacy Coordinator in analyzing, evaluating alternative care implementation in SOS Children’s Villages Vietnam’s projects/programs.
  • Document and distribute lessons learned and good practices to enhance Alternative care quality.
  • Support to conducting the activities: periodic Child Rights Situation studies and feasibility studies; raise awareness of the SOS Child Protection Policy principles and to prevent and protect children from all forms of abuse, abandonment, exploitation, violence and discrimination; prevent and mitigate all possible risks in the area of child protection and Safeguarding.
  • Regular collection of data, report writing, collection of key performance indicators, and provide the same for relevant stakeholders.
  • Comply and act as role model and promote the organization’s child rights/child safeguarding policies.
  • Join relevant networks and advocate for the promotion and protection of children’s rights
  • Other assignements requested by managements.

Qualification & Experience:

  • Bachelors degree in Social Science, social work or development related subjects
  • Should have 3 years at least of experience in child, adolescence, youth, women support and/or community development projects/programmes/activities
  • Understanding of the laws, policies, knowledge of child, adolescence, youth, women, gender, LGBTI etc. 
  • Prefered skills and experience in data software packages like - SPSS / STATA / ACCESS
