BACKGROUND

This is a local recruitment. Only Vietnamese nationals, individuals with residence status or the appropriate employment visa for Vientam are eligible to apply. The remuneration and benefits package for this position is established with reference to the local labour market and in line with the IUCN conditions of service for Vietnam.

The position will be of interest to candidates with extensive experience and knowledge in agriculture practice and its value chains who wishes to take on the challenge of making the sector more sustainable by upscaling innovative agricultural nature-based solutions in the Mekong Delta. The ideal candidate will be able to think in an integrated manner and be able to relate agricultural practices with environmental and biodiversity outcomes, and climate change in the Mekong Delta.

JOB DESCRIPTION

Working under the overall direction of Deputy-Head of Indo-Burma Group, the ANBSC will manage delivery of IUCN’s growing portfolio of agriculture and nature-based solutions projects in the Mekong Delta. Presently this includes the IKEA funded Transition to Sustainable Agriculture project and the Adaptation Fund supported Mekong EbA South project. New projects are under development, including R&D projects in flood-based agriculture and a GCF proposal to support the upscaling of flood-based agriculture and its value chain in the Mekong Delta.

SPECIFIC DUTIES

1. Project Implementation and Coordination

  • Support the Deputy Head IBG with the day-to-day management and delivery of project activities;
  • Ensure that the projects deliver their activities on time and within budget in accordance with project workplans and budgets;
  • Ensure cooperation agreements with ministries, provincial and local government agencies, and external partners are in place where required;
  • Liaison and develop partnerships with government agencies and project partners, including private agro-businesses, to ensure maximum coordination and communication in order to deliver project activities;
  • Hiring and supervision of project consultants;
  • Supervision and performance management of 2 field staff;
  • Manage the project M&E activities with the assistance of the M&E officer;
  • Prepare monthly activity reports and assist the Deputy Head IBG with timely reporting to partners and donors.

2. Communication and Knowledge Management

  • Organize and/or participate in policy dialogues and multi-stakeholder platforms as part of project and program implementation;
  • Represent the assigned projects to internal and external audiences when the Deputy Head of IBG is not available at relevant meetings and workshops;
  • Undertake or supervise research activities to produce project related knowledge products; and ensure the delivery of high-quality knowledge products.
  • Work with the Communications Officer to produce regular communications materials from project activities such as web stories, briefs, etc.

3. Program development

  • Build relationship with donors to explore opportunities for new project funding;
  • Assist the Deputy-Head of IBG to develop project concepts and proposals to mobilize financial resources from donors, including business;
  • Ensure that proposals are properly reviewed by Country Representative and that approaches to donors are coordinated with relevant IUCN units.

REQUIREMENTS

  • Master’s degree in agriculture, or relevant natural resource management fields;
  • At least 8 years of proven experience in project management/coordination and strong technical field experience in the Mekong Delta;
  • Strong knowledge in agricultural practice and value chains, and policies such as National Resolution 120 and the government’s Agricultural Transformation Program;
  • Ability to analyse agricultural challenges in an integrated manner that incorporates environmental, biodiversity, and climate change outcomes;
  • Knowledge of GCF and GEF proposal preparation requirements an advantage;
  • Good communication and engagement skills, and demonstrated ability to facilitate strategic conversations within a multi-stakeholder environment;
  • Demonstrated ability to work both independently as well as part of team;
  • Fluency in both Vietnamese and English, with a strong emphasis on written communications;
  • Candidate must be self-motivated, detail-oriented, and an organized thinker with the ability to juggle multiple priorities, handle assignments independently, and work under tight deadlines;
  • Proficient in Microsoft Office applications: Word, Excel (Pilot table), Power Point; statistical skills in writing reports (SPSS, Minitab, Excel); GIS software.
