UNDP Vietnam seeks CV submission and financial proposals from qualified international consultants for the position of Parliamentary Expert (public consultations/outreach).
UNDP began to support the institutional strengthening of the National Assembly (NA) and Provincial People's Councils (PCs) since the 1990s through a close cooperation with the Office of the National Assembly (ONA). The current project has been designed around four main components: policy dialogue and Aid coordination; capacity development of National Assembly in representation, oversight and legislation functions; capacity development of People’s Councils and learning and training for elected Members and their staff.
The Parliamentary Expert will contribute to achieving specific project targets under the following components: capacity development of the National Assembly and its Deputies and, capacity development of People’s Councils to perform the duties entrusted to them as part of the ongoing decentralization process.
The expert will guide and supervise three teams of national experts to conduct pilot activities in three areas: public consultation, constituency relations and public hearings. This work builds on activities conducted by the Project in 2008 and aims to strengthen, expand and institutionalise key tools and processes. The Parliamentary Expert will be responsible for delivering reports from the three activity areas in a timely manner. The Parliamentary Expert will also contribute recommendations for project’s 2010 annual planning and the Project’s strategic planning process; and other project related activities.
