Background:
The Blue Ribbon Employer Council (BREC) was established in 2007 as a result of the partnership between Vietnam Assistance for the Handicapped (VNAH) and Vietnam Chamber of Commerce and Industry (VCCI), with funding support from the United States Agency for International Development (USAID). The major purpose of BREC is to promote the employment of persons with disability (PWD) in Vietnam. BREC began with 25 members and now enjoys a membership base of 117 employers who represent both international and national companies and organizations. Currently BREC is staffed and coordinated by VCCI and VNAH, chaired by the Director of the Bureau of Employers’ Activities of VCCI and financed by USAID.
With the aim to support BREC towards becoming an independent, financially sustainable employer-operated organization, VNAH and VCCI, with funding support from USAID, will restructure BREC, establish an independent office for BREC and provide support for BREC to deliver value-added services to its members.
BREC is now looking for 01 position of Executive Director working in the BREC office in Hanoi and being responsible for managing the day-to-day operations. The Executive Director will report directly to the BREC Board of Directors.
Specific responsibilities and duties of the Executive Director include, but are not limited to:
Managing and implementing activities:
- Initiate the design of work plan (monthly, quarterly and annually) and budget plan for the BREC office and implement these plans.
- Coordinate the implementation and completion of the assigned BREC activities consistent with the objectives, work-plan and budgets approved by the Board of Directors.
- Set up the internal monitoring and evaluation tools to collect and monitor the progress of BREC activities (vis-à-vis planned indicators and target).
- Advise and report to the Board of Directors on project progress and problems on a regular basis with a priority on preventing and minimizing difficulties or delays.
Managing members:
- Sustain and expand BREC membership base in 3 regions, update database of BREC members on regular basis.
- Communicate and increase engagement with members on a regular basis, secure member support and participation in BREC activities. Respond to members’ expectations and needs.
- Promote dialogues and networking among members for experience sharing, business opportunities etc.
Fundraising and financial management:
- Monitor expenditures and financial reporting relevant to BREC activities. Ensure that BREC follows the financial regulations and cost norms of USAID and VNAH.
- Work with consultant to develop income generation plan for BREC and implement that plan.
- Manage collection of membership dues, sponsorship revenues for BREC activities.
- Identify and approach sponsors, research grants and other funding sources, prepare grant applications, approach potential donors, and follow-up with donors.
Communication and interaction with partners/ external customers:
- Develop and maintain effective communication and working relationship with partners, including VCCI, ESCs, DOLISAs, vocational training centers, related business associations, NGOs/INGOs, PWD/DPO.
- Conduct regular meetings and communication with these entities as necessary.
- Represent BREC and present BREC's mission, goals, and activities in a consistent, positive fashion to attract support from PWD/DPO, partners and other related stakeholders.
- Reach out and network with external customers to promote BREC and BREC values/objectives.
Others:
- Manage BREC office and supporting staff working at the office, providing guidance for their work, monitor and evaluate their performance.
- Organize, coordinate, facilitate and participate in project meetings, seminars, workshops, trainings, site visits, job fairs, dialogues etc;
- Manage the production and dissemination of BREC's promotional products including brochures, leaflets and newsletters. Prepare articles, news release, routine correspondence and report and success story.
- Undertake other assigned actions to meet deadlines; objectives and indicators etc., and creatively initiate ideas, approaches to meet these objectives.
Qualification Desired:
The ideal candidate will have:
- Bachelor degree or other professional degree in business, business management, marketing or other equivalences.
- Knowledge of management, corporate social responsibilities, social entrepreneurship, etc.
- Extensive experience in managing an employer-based organization, working in close cooperation with business community in Vietnam, planning and organizing activities/events targeting this group (preferences given to candidates with previous working experience in membership-based business association).
- Excellent communication skills and ability to work cooperatively with multiple stakeholders (business community, international donors, NGOs, disabled people’s organizations (DPOs) and people with disability (PWDs) etc.).
- Initiative, proactive and result-oriented.
- Demonstrated problem solving and team building skills.
- Past experience with working in a deadline oriented organization
- Excellent command of English, written and verbal communication is required
- Demonstrated competency with Microsoft Office applications including Excel, Powerpoint, and Word
