Background

The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project focused on HIV, global health security, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID). EpiC and its consortium members implement HIV, COVID-19, global health security, and other health activities in more than 60 countries across the world.

In Vietnam, EpiC’s goal is to deliver efficient, affordable, results-based technical assistance and direct services while closing remaining gaps in Vietnam’s efforts to meet HIV epidemic control targets, ensure global health security, combat trafficking in persons, and address oxygen and mental health needs. EpiC Vietnam works at the community, facility, district, regional, and national levels. The project is currently conducting and preparing to conduct qualitative and quantitative assessments, evaluation, and research initiatives across the portfolio to determine national and provincial capacity gaps and needs, as well as the effectiveness of project interventions. The expected outcomes for these activities are reports, knowledge products, and other materials to document successes, lesson learned, and knowledge gained, inform technical assistance tailoring and intervention refinement, and communicate these findings/initiatives with partners, donors, and other stakeholders.

Scope of Work

EpiC Vietnam is seeking a qualified and motivated candidate for a part-time consultancy position with the business title of Technical Specialist - Research, Evaluation, and Reporting to provide quality support for the above activities, general technical support for various EpiC Vietnam initiatives, and assistance with high level reporting.

Main responsibilities

  • Design and support the implementation of assessments, evaluations, research initiatives, and related interventions across the EpiC Vietnam portfolio.
  • Evaluate consultants and vendors to support research and evaluation activities, and provide oversight as required.
  • Provide technical insights and guide implementation of select initiatives in research and evaluation.
  • Co-draft and edit English-language technical documents (reports, briefs, factsheets, and other communication documents as needed).
  • Communicate relevant intervention achievements, challenges, and recommended strategies to address gaps internally and with other stakeholders as requested/needed.
  • Develop manuscripts, presentations, job aids, posters, abstracts, and other knowledge products promoting interventions, successes, lessons learned, and knowledge gained via programming.
  • Report and respond to ad hoc requests.

Location of Work

This is a remote position. The location is flexible but should be based within the Southeast Asia region, preferably in the Indochina time zone.

Travel

Ability to travel to project geographical areas within Vietnam up to 10% as necessary depending on home location.

Qualifications

  • A minimum of a bachelor’s degree in communications, public health, medicine, or relevant field. Advanced degree in public health or research/evaluation preferred.
  • Minimum of five years’ experience implementing health and/or evaluating health programs.
  • Experience working with international NGOs and the Government of Vietnam to improve health outcomes.
  • Experience working on USAID-funded projects.
  • Proficiency in MS Office packages (Word, Excel, PowerPoint, etc.).
  • Written and spoken English language fluency is essential; a basic understanding of Vietnamese is welcome. The candidate is expected to be able to craft English language manuscripts for international publication.

Evaluation Criteria: Proposals will be evaluated in accordance with the following criteria:

  • Technical competency in research, evaluation, and reporting
  • Relevant professional working experience
  • Ability to meet required timelines
  • Basic understanding of Vietnam and/or regional culture

Required Documentation: Proposals must include the following components:

  • Application letter explaining consultant’s experience supporting similar projects.
  • Professional curriculum vitae.  
  • Examples of deliverables or products demonstrating the consultant’s ability to comprehend similar responsibilities described herein.
  • Proposed cost per day with the average duration must not exceed 5 days per week.
  • Two professional references.
