Program Description:

The USAID-funded Vietnam Local Capacity Development Activity is a five-year activity with the overall goal to support the capacity of and engagement between local governments and organizations and improve linkages with the national government on local priority issues, leading to more transparent and effective policymaking and policy implementation processes, and better delivery of services to Vietnamese citizens, particularly marginalized or underrepresented groups.

Position Summary:

The Engagement Strengthening Lead will be responsible for leading and overseeing technical implementation of all activities for the component to improve effectiveness of stakeholder engagement, system-analysis, and ensure continuous learning and adaptation on local issues.

Key responsibilities include:

  • Ensure sustainable, relevant public-private networks, peer connections, and forums for locally led issues are identified and action established and/or supported and linked to relevant local/national levels.
  • Prioritize and assess issues for action at the provincial level.
  • Provide support and guidance to local governments and organizations in planning forums and other platforms to allow citizens, the private sector, and other stakeholders to have a meaningful voice on local issues, solutions, and delivery of services.
  • Collaborate with a range of partners, including but not limited to USAID, international donors, implementing partners, and inter-agency initiatives.
  • Ensure program implementation is in accordance with USAID and Creative policies and procedures.

Reporting: This position reports to the COP/DCOP

Required Skills & Qualifications:

  • Master’s degree or equivalent years of experience in social/political sciences, public administration, development studies, economics, law and governance/decentralization related discipline.
  • Minimum 8 years of progressive experience in public administration, local government support, or governance reforms in Vietnam.
  • Expertise in working with counterparts/stakeholders at various levels of government and the private sector in Vietnam, and decentralization and strengthening local community relations and oversight mechanisms.
  • Demonstrated ability to communicate clearly, concisely, and persuasively both orally and in writing, and deliver presentations, training, and facilitate meetings effectively and cross-culturally.
  • Native fluency in Vietnamese required. Advanced proficiency in English desired.
