Position: Liaison, Communication and Visibility Officer

for EU – Viet Nam Sustainable Energy Transition Programme (SETP)

Context:

The European Union (EU) and the Government of Viet Nam are working together on a sustainable energy transition in Viet Nam. For this purpose, the EU and the Government of Viet Nam adopted the EU – Viet Nam Sustainable Energy Transition Programme (SETP) on 31 December 2021. The SETP, with an EU grant of EUR 142 million, will be implemented from 2022 to 2027, consisting of budget support of a maximum EUR 121,000,000 and four complementary support measures of up to EUR 21 million. These four complementary projects are:

1. The EU – Viet Nam Sustainable Energy Transition Facility (EVSET Facility) implemented by Stantec in consortium with Centre for Energy Environment Resources Development (CEERD), Danish Energy Management (DEM) and SNV Netherlands Development Organisation (SNV);
2. Public Awareness Raising on Renewable Energy and Energy Efficiency in Viet Nam (PAR3E) implemented by OXFAM;
3. Accelerating Energy Efficiency in Large Industries through Energy Management Systems, System Optimisation and Promotion and Adoption of Energy Efficiency in Small and Medium-sized Enterprises (IEEP) implemented by the United Nations Industrial Development Organisation (UNIDO);
4. Accelerating Innovative Start-ups for Energy Efficiency (AIS4EE) implemented by the Global Green Growth Institute (GGGI).

The SETP continues to support the operation of the Viet Nam Energy Partnership Group (VEPG) consisting of the Government of Viet Nam and its international Development Partners, with the aim to provide a platform to coordinate dialogue, concrete actions, and inputs to fulfil Viet Nam’s vision of its energy transition.

Task description: The LC&V Officer will be based at the EVSET Facility and be responsible for the communication and visibility of the whole SETP and Team Europe support to Viet Nam’s energy sector, as follows:

1. Strategic Communication Plan, including the PESO model; Knowledge products and Communication & Visibility Toolkits;
2. Monthly media & social media monitoring Reports; Press kits, press conferences, press training and study tours, radio and TV partnerships,
3. Website, newsletters, social media updates and campaigns;
4. Promotion of communication and visibility of the annual high-level MOIT-EU (Team Europe) field visit and invitation of a selection of Vietnamese media to cover it;
5. Six-monthly overview of the assignment results, including monitoring of communication activities on awareness about the SETP and its objectives & Team Europe support to the energy sector in Viet Nam, and how the activities complied with the latest Communication and Visibility Manual for EU External Action;

Requirements:

Qualifications and skills:

• University degree in Communication, Journalism, Public Relations or similar fields;
• Fluency in both written and spoken English is essential;
• Fluency in both written and spoken Vietnamese is required.

General experience:

• At least 5 years of relevant experience in managing and organizing communication activities;
• Experience working with various stakeholders, notably Donors, Public Authorities, and international organizations, in a multi-cultural context.

Specific experience:

• Experience in advisory services for appropriate communication approach in Viet Nam;
• Experience in preparing communication products and relevant material, i.e., leaflets, brochures, newsletters, press releases, factsheets, media relations, partnerships, etc.;
• Experience in editorial activities;
• Experience in coordinating teams of multi-disciplinary experts for communication outcomes; experience in coordinating sub-contractors;
• Knowledge of EU cooperation policies and developments in the energy sector is an asset.
