Technical Consultants for a study on assessment of the status of implementation regulations on antimicrobial use and antimicrobial consumption in the animal sector in Vietnam

1. Detailed Description of Tasks to be Performed:

The Vietnam Fleming Fund Country Grant—Tackling Antimicrobial Resistance in Vietnam (FFCGVN) addresses critical gaps in the surveillance of antimicrobial-resistant bacteria in Vietnam. This grant also supports developing and reviewing of technical guidance and policies to improve AMR surveillance data in animal health subjects. With the target to strengthen the antimicrobial resistance (AMR) and antimicrobial use (AMU) in both human and animal health sectors, FFP has supported a study on the assessment of the status of implementation regulations on AMU and antimicrobial consumption (AMC) in the animal sector in Vietnam.

Six National consultants will be mobilizeed to support the process of the study plan and implement the study during November - December 2023 in provinces, Long An, Dong Nai, Binh Dinh, Thanh Hoa, and Ha Noi. One of them will be the Team Leader to manage and oversee theoverall process, the second person will be the Focal Point for technical issues, data analysis and report writing, and the other four people will be technical consultants who will be in charge of the implementing the survey on sites, collecting data and clean up the data for the data analysis.

With this purpose, FFCGVN is seeking 04 (four) Technical Consultants who have experience working with survey model and has knowledge and experience on AMC, AMU and AMR study to implement AMU/AMC survey on sites following the assessment tools approved by DAH and the data collection and data cleaning. All consultants together will participate in a pilot survey in Long An, and then will be divided into two groups, two consultant for each will conduct the surveys on sites in two among the four provinces.

 

2. Objectives

Under this scope of work, the consultants are requested to work together under the supervision of the focal point consultancy and work closely with the implementing DAH and FHI 360 staffs, and expected to achieve the following objectives:

  • Collaborate with the project team to prepare the questionnaires in digital forms and conduct a pilot survey in Long An province, review and revise, if any, to ensure consistency with the paper forms.
  • Collaborate with the project team and Sub-Departments of Animal Husbandry and Veterinary of the implementing provinces; build consensus around the scope and implementation plan of the survey; each consultant will conduct the surveys on sites in two provinces among four provinces Dong Nai, Binh Dinh, Thanh Hoa, and Ha Noi following the DAH’s assessment tools and guidelines.
  • Assist the focal point consultant in supervising the field study and verifying intervieweesfeedback information/data.
  • Review and clean the collected data, and report to the Focal Point all the collected raw data and relevant survey findings.
  • Participate in meetings with the consultant group, DAH, FHI 360 to share, update, or discuss the study activities when requested.

Note: Additional deliverables and working days may be included in a contract modification to align with the agreed-upon plan.

Qualifications

  • Veterinary Medical Doctor or Bachelor in animal science and three years of experience in working in veterinary or animal science in universities or research units.
  • Have good knowledge and experience in AMC, AMU and AMR in the animal sector.
  • Have understanding on veterinary drug management and regulations.
  • Demonstrated research and writing skills in both Vietnamese and English.
  • Good interpersonal skills.
  • Ability to work well with all project staff, implementing agencies, and government counterparts.
  • Preferable experiences in working in universities or research institutions

Evaluation Criteria
