National Consultant: Focal Point for a study on assessment of status of implementing regulations on antimicrobial use and antimicrobial consumption in animal sector in Vietnam

1. Detailed Description of Tasks to be Performed:

The Vietnam Fleming Fund Country Grant—Tackling Antimicrobial Resistance in Vietnam (FFCGVN) addresses critical gaps in the surveillance of antimicrobial-resistant bacteria in Vietnam. This grant also supports developing and reviewing technical guidance and policies to improve AMR surveillance data in animal health subjects. With the target to strengthen antimicrobial resistance (AMR) and antimicrobial use (AMU) in both human and animal health sectors, FFP has supported a study on the assessment of the status of implementing regulations on AMU and antimicrobial consumption (AMC) in the animal sector in Viet Nam.

Six National consultants will be mobilizeed to support the process of the study plan and implement the study during November - December 2023 in provinces, Long An, Dong Nai, Binh Dinh, Thanh Hoa, and Ha Noi. One of them will be the Team Leader to manage and oversee theoverall process, the second person will be Focal Point for technical issues, data analysis and report writing, and the others four people will be technical consultants who will be in charge of the implementing the survey on sites, collecting data and clean up the data for the data analysis.

With this purpose, FFCGVN is seeking a consultant as the Focal Point who has experience in working with the Department of Animal Health (DAH) and provincial authorities in the veterinary sector, has strong knowledge of knowledge, attitudes, and practice (KAP) survey models, and experiences in AMC, AMU and AMR study to implement and supervise the consultant group to implement the AMU/AMC survey in five selected provinces mentioned above following the assessment tools and study plan approved by DAH; supervise the data analysis and review the report’s draft.

2. Objectives

Under this scope of work, the Focal Point is requested to work under supervision of the Team Leader and work close with the consultant group, implementing staff of DAH and FHI 360, and expected to achieve the following objectives:

  • Supervise and verify the consistency of questionnaires in both paper and electronic form.
  • Supervise the consultant group to interview in the pilot in Long An province and review and modify the six questionnaire contents according to the interviewee's feedback.
  • Training questionnaires for the interviewer teams before conducting the surveys on sites.
  • Supervise research teams' field works (interviews) and data entry (data management) to ensure the quality of data collected from the different stakeholders in the implementing provinces and timeframes.
  • Gather insights about challenges and obstacles encountered while implementing antimicrobial-related policies from different stakeholders; participate in meetings with the consultant group, DAH, FHI 360 to share, update, or discuss the study activities.
  • Analyze the data and write report of findings; and insights and provide recommendations for potential areas of improvement in existing policies related to antimicrobial management. The recommendations should be specific, achievable, measurable, realistic, and timely.

Note: Additional deliverables and working days may be included in a contract modification to align with the agreed-upon plan.

Qualifications

  • Veterinary Medical Doctor’s degree and/ or Animal Science Doctor’s degree, and last five years of working in the veterinary sector in universities or research institutions.
  • Strong experience in AMC, AMU, and AMR in the animal sector; and knowledge, attitudes, and practice (KAP) survey models.
  • Demonstrated research and writing skills in both Vietnamese and English.
  • Good interpersonal skills.
  • Ability to work well with all project staff, implementing agencies, and government counterparts.
  • Preferable experiences in working with FFCGVN
