TOR FOR PROJECT EVALUATION

1. Background

Church World Service (CWS) is an American non-governmental organization that has supported Vietnam since 1954 with projects mainly focusing on improving health services and access to clean water and sanitation, child nutrition, education for ethnic minorities and disaster relief.

Today, CWS Vietnam’s New Integrated Development and Essential Action (New IDEA) program is a multi-sector initiative designed to help ethnic minority communities in rural mountainous areas to address challenges they face in attaining their right to dignified wellbeing.

With funding from Alstom Foundation Foundation for project “Supporting families to access sustainable clean water and sanitation (WASH) and climate-resilient livelihoods in rural Vietnam”, CWS Vietnam in partnerships with communities, including local government duty bearers and quasi-government Women’s and Youth Unions, key interventions will prioritize community mobilization for safe and quality  access to water, which will support improved hygiene and sanitation, as well as for building models for climate-resilient livelihoods to achieve the below objectives:

  • 5 communities have sustainably incorporated positive sanitation and hygiene behaviors
  • 1 community has improved access to renewable energy for climate-resilient livelihoods

2. Justification and scope of the evaluation

The project with funding from Alstom Foundation will be completed in November 2023. As such, CWS will ask a consultant team to evaluate project results and impact, for example health impact (for example water born diseases, skin disease, etc.), enonomic impact, envirionmental impact, etc. that may be achieved during 2022-2023.

Scope of the evaluation:

  • Relevance of projects’ activities and approaches in addressing project participants needs and rights in WASH and in climate-resilient livelihoods
  • Project achivement, results and impact, for example health impact, enonomic impact, envirionmental impact, etc.  
  • Participation and involvement of project partners and participants, including women and disadvantage people; Satisfaction of the project participants
  • Project challenges and proven best practices/models, un-expected results (negative/ positive),  and lessons learned
  • Sustainability of project results
  • Gaps/needs for future programming
  • Project impact stories and quality photos showing positive change from the participants

Location of the evaluation:

  • Than Uyen district of Lai Chau province
  • Chiem Hoa district of Tuyen Quang province

3. Methodologyand expected timeframe

The consultants are asked to design a proposal with detailed method(qualitative and quantitive) for the evaluation, including tools and field survey schudule for data and information collection to enable project participants to join in in-depth interviews (IDI) and focus group discussion (FGD) as described in the below table:

  • Read project documents and meet CWS Vietnam staff for understanding and clarification of project evaluation
  • Prepare an evaluation proposal and tools
  • Finalize the tools, evaluation proposal, and detailed field schedules per CWS comments

First week of Nov. 2023

Field survey for data and information collection

 

 

  • Conduct in-depth interviews, focus group discussion, observations, site surveys in project communities (e.g. villages, homes, schools, health stations, people, etc.)

Second week of Nov. 2023

3 Data consolidation and report writing

 

 

  • Analyze, process and consolidate field data and information collected 
  • Write draft evaluation report in Vietnamese
  • Finalize draft report per CWS comments and submit to CWS

By 23 Nov. 2023

The consultants will work closely with CWS Vietnam team to develop and finalize proposal, the tools, and detailed field survey schedule. This said the checklist, in-depth interview and focus group discussion templates developed by the consultantswill be reviewed by CWS Vietnam team before the evaluation starts.

4. Qualification requirement:

The consultants qualification requirements for the evaluation

  • Being Vietnamese and currently live in Vietnam.
  • Solid knowledge and practical experience in WASH/CLTS/ODF and in models for climate-resilient livelihoods
  • Good analytical and reporting skills
  • Experiences in the design and development of project evaluation proposal and tools
  • Good communication skillin organizing participatory activities
  • Experiences in working with ethnic minorities,especially those in the northern mountainous area of Vietnam
