For an eLearning consultant who will support converting training documents into SCORM (Sharable Content Object Reference Model) to be used with a Moodle-based eLearning platform

I. Background

PATH is a global organization that works to accelerate health equity by bringing together public institutions, businesses, social enterprises, and investors to solve the world’s most pressing health challenges. With expertise in science, health, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales solutions—including vaccines, drugs, devices, diagnostics, and innovative approaches to strengthening health systems worldwide.

PATH is working with VAMS, a department under the Ministry of Health, to implement a project named Strengthening Oxygen Utilization and Respiratory Care Ecosystems (SOURCE) with 4 main activities: (1)  development of a guideline to help health facilities establish a medical oxygen system that meet medical service demand; (2)  development and deployment of a 3-module eLearning platform and eLearning program on respiratory intensive care for health workers; (3) conducting an oxygen demand study at health facilities; and (4) development and deployment of an on-line platform to monitor types and quantities of medical devices, human resources, and technical capabilities at health facilities.

Under activity 2, we are developing an eLearning program as below:

  • eLearning program title: continuous medical training program on respiratory intensive care for health workers.
  • Raw training materials: experts and lecturers in respiratory intensive care will provide lectures in the form of Powerpoint presentations (PPT) with voice recordings and Zoom video recordings (if any). Some lectures will include practical videos. Lecturers will provide pre-edited practice videos for the lectures and a video script for further editing requirements (if any).
  • Lecture format: SCORM to run on a Moodle-based eLearning platform.
  • Tentative number and volume of lectures:
  1. Number of lectures: 57.
  2. Expected number of PPT slides per raw lecture: 30-50 slides.
  3. Number of practice videos to insert into lectures: 40 videos.
  • Language: Vietnamese (voice narration provided by lecturers).

We are looking for an eLearning consultant who will support converting training documents into SCORM (Sharable Content Object Reference Model) to be used with a Moodle-based eLearning platform. The consultant will work closely with PATH and VAMS to complete the required scope of work.

II. Scope of work

The eLearning consultant's responsibilities will include, but are not limited to:

1.     Understand the requirements and subject matter

  • Discuss with PATH to clarify technical requirements and work content.
  • Review the raw learning materials provided by VAMS and PATH to gain a thorough understanding of the subject matter.

2.     Edit the raw materials (the PPT theoretical lectures and practice videos):

  • Develop visual concepts including context backgrounds and characters based on slide template.
  • Edit the interface, add graphics as needed, and apply animation to the PPT theoretical lectures. Note: The lectures were created using the presentation template provided by the project.
  • Add at least 01 quiz (for example, using drag and drop, match) to each PPT lecture.
  • Retouch practice videos provided by the lecturers to improve color quality, add titles, sub-titles, notes, effects, and trimming when needed. Some videos may need new edits based on scripts. Insert the practice videos into the relevant PPT lectures.

3.     Convert the edited PPT lectures into SCORM

  • Convert the finalized PPT lectures (including slides, practice videos, and quizzes), lecturer’s recorded voice and recorded video (if any) into SCORM compliant eLearning modules to ensure seamless integration with our Learning Management System (LMS).
  • Use H.264 encoded videos.

4.     Review versions

Incorporate feedback provided by VAMS and PATH during the review process to make necessary revisions to the eLearning content.

IV.  Qualifications of consultants

The ideal consultant should possess the following qualifications:

  • Proven experience in eLearning content development, including graphic design, document to PowerPoint transformation and SCORM conversion. Please include related work samples in the application/proposal.
  • Expertise in instructional design, content structuring, and multimedia integration.
  • Familiarity with SCORM standards and LMS integration.
  • Strong communication and collaboration skills.

V. Other requirements

  • Copyright of all lectures, videos, and related designs belongs to PATH and the Vietnam Administration of Medical Services - Ministry of Health.
  • The consultant needs to respond to work-related emails, calls, or messages within 24 hours of receiving the information.
  • Actively use personal equipment and software to convert PPT into SCORM. PATH is not responsible for providing or copyrighting this software.

VI.  Duration

The consultant will be required to complete the development and conversion of eLearning content from November 1, 2023, to April 15, 2024.

VII. Non-Disclosure Agreement

The selected consultant will be required to sign a Non-Disclosure Agreement to ensure the confidentiality of VAMS and PATH 's proprietary information.

VIII. Selection Process

Upon receiving the proposals, the PATH team will evaluate the submissions based on the provided qualifications, experience, and proposed approach. Shortlisted candidates may be invited for an interview or presentation to further assess their suitability for the project.

IX. Payment

Payment in VND will be made to the individual’s bank account every 2 months after the deliverables are submitted to PATH team and approved.
