PROVINCIAL REHABILITATION ACTION PLAN DEVELOPMENT

1.       BACKGROUND

The International Center (formerly known as Vietnam Veterans of America Foundation -VVAF) is a humanitarian organization that has addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades. As a cofounder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. Now the International Center (IC) focuses on disability support, landmine removal, and mental health programs.

Under the financial support of United States Agency for International Development (USAID), IC is implementing a Disability Inclusion Project/2B for Binh Dinh and Kon Tum provinces as a sub-implementing partner for this project. IC is responsible for implementing the Objective One of the project which is to expand the rehabilitation services to contribute to the Goal “which is to improve the quality of life of persons with disabilities in provinces heavily sprayed with Agent Orange, namely Binh Dinh and Kon Tum”.

Three expected results include:

  1. Ensured accessibility and quality of multi-disciplinary rehabilitation services
  2. Improved rehabilitation system for the provinces
  3. Improved Governance of rehabilitation service system

In the framework of the project, HI and IC have committed to provide financial and technical assistance to the provincial DOH in developing a provincial level strategic plan for rehabilitation with the legal framework of:

  • Prime Minister’s Decision 569 on 24 May 2023 that approves the National Rehabilitation Plan (period 2023-2030, with a vision to 2050) led by Ministry of Health
  • The MOH's correspondence 4560 on 20 July 2023 that guides all DOHs to develop the Provincial Action Plan on Rehabilitation.

IC, therefore is recruiting consultant(s) to join our team in assisting Binh Dinh and Kon Tum in developing the local provincial action plan on rehabilitation, considering the guidance from MOH under Correspondence 4560 and the WHO’s guidance (Rehabilitation in Health Systems – Guide for Action)

2.   JOB DESCRIPTION OF THE POSITION

The consultant(s) will work directly with Project Officers and provincial partners to ensure the quality of the deliverables. Key activities are listed in the following detailed activities:

  • Work with stakeholders to develop the roadmap for the Provincial Rehabilitation Action Plan, including scope, priorities identifications, roles/ responsibilities, timelines.
  • Review the a 4-step process for strengthening rehabilitation in countries: Assess (STARS), develop a strategic plan (GRASP), establish a M&E process (FRAME) and implement the plan (ACTOR), particular the fourth phase that reserves for the local authorities (DOH) to actually develop the Action Plan to enforce the MOH’s strategy on rehabilitation.
  • Develop a framework/template for the Provincial Action Plan on Rehabilitation for local authorities to follow under MOH’s Correspondence 4560.
  • Utilize data from the report A Systematic Assessment of Rehabilitation Situation (STARS), collect additional and more precise data for each province and develop provincial rehabilitation situational assessment report.
  • Develop drafts of the action plan
  • Co-facilitate various technical meetings with the provincial drafting team to review the and collect inputs for the drafts.
  • Co-facilitate the Consultative workshop on the plan and finalize the draft.

Supervision:

The Consultant will work under the direct supervision and evaluation of the Project Officer with support from other project staff(s).

Terms and Conditions

  • Inputs and comments shall be documented in writing
  • Payments will be set and made based on actual number of days spent on each agreed task and pay will be done every month based on monthly timesheet with deliverables within agreed timeframes.
  • Travel costs will be provided or reimbursed to the consultant, and per-diem allowances will be provided or reimbursed to the consultant for days travelled.

3.     SPECIFIC REQUIREMENTS:

Qualifications required: Degree in health sciences or related fields

Experience required: At least five years in health policies development, familiarization with WHO and national rehabilitation strategy development is an advantage.
