Background

FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV and TB prevention, testing, and treatment; combatting trafficking in persons; COVID-19; anti-microbial resistance; health system strengthening; non-communicable diseases; maternal and child health and nutrition; and diagnostic and laboratory services.

The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global project focused on HIV, COVID-19, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief and the United States Agency for International Development. EpiC is seeking a qualified local consultant or consultant team to conduct an assessment of the health information system(s) (HIS) and human resource capacity to respond to emerging, reemerging, and prioritized epidemics in Ho Chi Minh City, Vietnam.

Scope of Work

This support will include, but not be limited to the following:

  • Objective 1. Review national and provincial policy and guidelines that may guide/impact optimization of a provincial response to emerging, reemerging, and prioritized epidemics in Ho Chi Minh City.
  • Objective 2. Conduct an assessment of HIS, human resource workforce, equipment/devices for HIS, and technical and management capacity gaps and strengths.
  • Objective 3. Develop an action plan that includes activities to update and integrate data systems across sectors (where possible) and fill human resource workforce gaps and capacity needs in response to emerging, reemerging, and prioritized epidemics in Ho Chi Minh City.

Proposed Activities:

  • Participate in consultation meetings and technical working groups with local stakeholders and FHI 360 staff to understand their needs and expectations for the assessment.
  • Conduct a desk study/literature review on policies and guidelines relevant to provincial response to emerging, reemerging, and prioritized epidemics in Ho Chi Minh City.
  • Work with the Ho Chi Mich City Center for Disease Control and FHI 360 staff to finalize the assessment scope and develop data collection tools to collect qualitative and quantitative information.
  • Collect, manage, and analyze quantitative data via an online questionnaire (estimated sample size of 250) and qualitative data (estimated 30 in-depth interviews and 12 focus group discussions with key informants in Ho Chi Minh City).
  • Prepare a report and dissemination of the findings and participate in policy-oriented meetings on the City’s responses to emerging, reemerging, and prioritized epidemics.

Proposed Deliverables: (in both English and Vietnamese).

  • A set of reference documents for policymakers on the City’s responses to emerging, reemerging, and prioritized epidemics.
  • A report with the complete data and analysis as a result of the qualitative and quantitative assessment described above, as well as a summary presentation.
  • An action plan for (1) improving data systems across sectors (where possible) (2) filling human resource workforce gaps and capacity needs in response to epidemics in Ho Chi Minh City and (3) developing an integrated surveillance, epidemic early warning information system.

The elements of the scope will be refined with the partner during the contracting process.

Evaluation Criteria:

Proposals will be evaluated in accordance with the following criteria:

  • Individual’s/team members’ technical expertise (40%)
  • Proven past related experiences (30%)
  • Cost (30%)
